    Abstract
    Dual roles are two or more roles, which are carried out at the same time, the roles in question are the role of a woman as a wife to her husband, as well as the role of mother to her children, and the role as a woman who has a career outside the home. This dual role is carried out simultaneously with women's roles as wives and mothers in the family, such as being partners with their husbands in building the household, providing household needs, and caring for and educating children. The aim of this research is to find out how the dual role of women selling fish at the Pandan market in Central Tapanuli Regency, carrying out their responsibilities as housekeepers and participating in helping the family economy, is what they face in balancing these roles for the economic and social welfare of their families. This research was conducted at the market around Jalan Sisingamangaraja, Pandan District, Central Tapanuli Regency, Pandan City. The key informant in this research was 1 person who was the manager or owner of the place selling market head fish. The main informants were 5 women selling fish. As well as 6 additional informants, namely people who can provide additional information to complement qualitative analysis and research. This research uses interview techniques, namely a question and answer process carried out by researchers to informants. And based on the results of this research that researchers have conducted, it is clear that the dual role of women selling fish at Pandan Market is rooted in local economic and cultural conditions. In this area, many families depend on the informal sector such as the fish trade to meet their daily needs. In addition, the surrounding environment, proximity to natural resources (such as the sea or fisheries) and access to markets, also support women to participate in trade.
