Tata Kelola Dinas Perumahan dan Kawasan Permukiman dalam Pengelolaan Rumah Susun Sewa (RUSUNAWA) Kabupaten Asahan di Kota Kisaran

Abstract

Effective governance is the key to ensuring the success of the management and utilization of Rusunawa, which plays an important role in providing affordable housing for the community. Without effective governance, the management of Rusunawa will face various problems. Like in the city of Kisaran, Asahan Regency, there are several issues due to the lack of effective governance, such as turnover, misdirected tenant targets, cleanliness, social problems, and security issues. Qualitative Research Method is the method used in this study, which involves in-depth interviews, observations, and analysis of related documents. The research results show that (a) Accountability, that the management of Rusunawa is accountable to the Regent and the Rusunawa services, and evaluations are conducted with PAD inspections carried out by the Asahan District Inspectorate and the North Sumatra Provincial BPK. (b) Transparency, information related to Rusunawa is provided, including technical activities, rentals, marketing, and tenant management, as well as administrative and financial matters. However, the department makes exceptions for information from financial reports and other management aspects that cannot be accessed by the public. (c) Participation, the relevant department appears to involve the community through the creation of brochures and direct socialization to invite and introduce Rusunawa. (d) Responsiveness, the manager of Rusunawa has been responsive by addressing complaints from the community regarding Rusunawa, which are recorded by administrative staff, noting the type of complaint, and the Head of the Housing Department through the Head of UPTD Rusunawa directly handles the complaints or issues faced by Rusunawa residents. (e) Equality, the Rusunawa Management Office provides complaint facilities for the community who feel they are being treated unfairly. The Rusunawa management also provides special facilities on the first floor for people with disabilities. This effort is made to create a good environment for the community without any sense of injustice. To demonstrate that the governance of the Housing and Settlement Areas Office in Asahan Regency has implemented various policies and procedures for the management of Rusunawa, there are several challenges such as inter-agency coordination, suboptimal supervision, and budget constraints. The recommendations from this study include the need for improved coordination among the relevant parties, the use of information technology for more efficient management, and a review of budget allocations to support the operations of Rusunawa. These findings are expected to serve as a basis for improving governance systems and enhancing the quality of Rusunawa services in the future.
