    Abstract
The relocation policy of traditional market traders in Pancur Batu is a policy based on the Regulation of the Regent of Deli Serdang Regency Number 688 of 2012 concerning the Management of Traditional Markets, Shopping Centers and Modern Stores. The purpose of relocating traders in the traditional market, precisely on Jalan Merdeka, Pasar Pancur Batu is to build drainage and re asphalting, when it rains there are puddles of water on the potholed and muddy roads. The problem that arises in the policy is the rejection from traders because traders who sell on Jalan Merdeka have been selling on that road for years. The method used is a descriptive method with a qualitative approach. Data collection techniques are carried out by means of interviews, observations and documentation related to the performance of the Pancur Batu traditional market trader relocation policy, Deli Serdang Regency. The data obtained are then analyzed by data condensation, data presentation, and reviewing all data collected, and supported by a retrospective analysis model put forward by William N, Dunn (2003) Including, problem formulation, monitoring, evaluation, policy action, policy results and policy performance. The results of the study using retrospective analysis at the monitoring stage and performance of the Pancur Batu traditional market trader relocation policy in Deli Serdang Regency show that the Pancur Batu District government has arranged the Pancur Batu Traditional Market on Jalan Merdeka to improve market arrangement in the Deli Serdang Regency area and address public concerns about Jalan Merdeka, and support the radiant Deli Serdang Regency. The Pancur Batu District government received an assignment from the Industry and Trade Service in the market sector. However, according to Deli Serdang Regent Regulation Number 27 of 2020 concerning the Position, Organizational Structure, Duties and Functions and Work Procedures of the Industry and Trade Service of Deli Serdang Regency, the Industry and Trade Service in the market sector, made a policy that did not follow the existing duties and functions and the performance of the Industry and Trade Service was not yet effective because it was not responsible for making a policy for relocating traders on Jalan Merdeka.
