    Abstract
    The role of the government is an essential necessity within any organization, whether private or governmental, and constitutes a primary function that must be fulfilled by organizational leaders. Based on this premise, the researcher seeks to elaborate on the role of the village government in empowering farmers in Pagar Jati Village, Lubuk Pakam District, Deli Serdang Regency. This study aims to explore the government’s role as a regulator, dynamic agent, and facilitator in the context of farmer empowerment in Pagar Jati Village and to identify the supporting and inhibiting factors in the farmer empowerment process. The research employed a qualitative method to provide a general overview based on data collected objectively through a phenomenological approach. Data collection techniques included observations and interviews with informants. The data were analyzed using an interactive analysis model. The findings indicate that the government’s role in farmer empowerment in Pagar Jati Village has not been fully optimized. As a regulator, government policies and regulations require further improvement. As a dynamic agent, activities such as socialization, mentoring, training, and field visits have not been effectively implemented. However, as a facilitator, the government has provided fertilizers and production tools efficiently, even though the distribution of quality seeds remains inadequate. These efforts have supported farmers to a reasonable extent. Supporting factors for farmer empowerment include effective communication among stakeholders. However, inhibiting factors encompass low-quality seeds, poor road access to rice fields, disparities in market prices for agricultural products, and suboptimal irrigation systems. This study underscores the need for enhancing the quality of empowerment programs to sustainably promote the progress of farmers.
