    Abstract
    Rising sea levels have an impact on the occurrence of tidal floods in Medan Belawan District, Medan City. This tidal flood caused settlements, industries and ports to be submerged. The height of tidal floods which increase every year has an impact on increasing the area of inundation caused and increasing economic losses for people working in vulnerable sectors. Therefore, an effective adaptation direction is needed based on the tidal flood vulnerability factor in Medan Belawan District, Medan City. Before determining adaptation directions, researchers identify factors that influence the level of vulnerability to tidal floods. This identification functions so that the formulation of adaptation directions is in accordance with empirical facts and is relevant to application in the study area. The factors that affect the level of vulnerability to tidal floods in Medan Belawan District, Medan City are grouped into physical, social, economic and environmental vulnerability factors. Of the four factors, adaptation efforts are formulated according to the disaster risk management approach, namely mitigation, response, preparedness and recovery. Various efforts to deal with ROB Floods have been carried out by the government, but so far the efforts made are still sectoral, namely relating to only one type of utilization of coastal resources or space by one government agency to fulfill certain goals. This kind of management is less effective and can give rise to conflicts of interest between sectors. So it is necessary to carry out integrated management of tidal flood-prone areas (Integrated Coastal Zone Management (ICZM). The ICZM concept requires institutional integration to deal with intersectoral issues such as cross-disciplines, authority from government agencies, and institutional boundaries. After determining the relevant stakeholders play a role in ICZM then based on interviews in the form of a questionnaire will be developed using the Analysis Hierarchy Process (AHP) and SWOT methods. This AHP functions to analyze Stakeholder perceptions in determining priority scales and strategies in managing tidal flood prone areas in Medan Belawan District, Medan City in an integrated manner. shows that the management of tidal flood-prone areas based on Integrated Coastal Zone Management (ICZM) must be carried out based on joint management by all Stakeholders and involving the role of the community, so that it is hoped that the community will also feel responsible for the coastal areas where they live.
