    Abstract
    This research aims to understand the management of electronic documents using the Legal Documentation and Information Network Web at the Legal Bureau of the Regional Secretariat of North Sumatra Province. This research employed a qualitative method. The technique for determining informants is through purposive sampling. Descriptive data analysis techniques involved interviews, observations, and documentation. The analysis was conducted based on five stages of electronic document management. Firstly, format standardization and security using PDF format to enhance document security, which required additional implementation of cryptography, watermarking, and encryption technology. Secondly, indexing and abstracting faced challenges in document retrieval as searches were solely based on titles, leading to numerous similarities. To facilitate searching, an alphanumeric format was created. Thirdly, providing links to other information sources often encountered functional errors, so the validity of data at risk of virus infection required external storage. Fourthly, analysis of access and citations of electronic documents were supplemented with a counter. The difficulty in retrieving many similar titles in the archival retrieval process required citations to improve efficiency and quality. Fifthly, the readiness of managing staff at the institution was very limited. The lack of human resources in understanding technological capabilities, especially in optimal electronic document management, also required staff who were knowledgeable about cybercrime. The results of this research indicated that document management had been running optimally in accordance with electronic document management theory, but electronic document management still faced limitation in facilities.
