The relation between the central and regional governments in developing Lake Toba tourism must be based on mature plan that encompasses potentials that can support development, particularly in tourism, such as the potential of tourist sites (destinations), economic sectors, social and cultural resources, as well as market and environmental potential. The model of relations between the central government and regional governments in the development of Lake Toba tourism is a national tourism strategy where coordination, systems, guidance, integration and good governance are required. However, to achieve this goal, strong support from 8 (eight) districts of Lake Toba area is required. BPODT coordinates and unites the vision, mission and objectives of all tourism stakeholders to develop tourism.
