    Abstract
    Medan City, as the capital of North Sumatra Province, is one of the important administrative, economic, and political centers in the Sumatra region and western Indonesia. Along with the increasingly rapid pace of economic growth and development and population growth, public demands for government services that are professional, efficient, effective, transparent, participatory, and responsive to community aspirations are also increasing. However, public services in Medan City are often scattered across various locations, causing people to move from place to place to get the services they need. This impacts the inefficiency of time, energy, and costs that must be incurred by the community. Additionally, the uneven distribution of public services can cause disparities in service quality and accessibility. Operational expenses also increase due to infrastructure duplication, building rental or maintenance costs, and the difficulty of achieving energy efficiency and information technology network management. To address these issues, the Medan City Government plans to build an integrated government office that can integrate various types of public services in one location. However, there are challenges related to combining government spaces that are closed and require security, with open and transparent public spaces, especially considering the context of the heritage area where the government office will be built. Therefore, a regional juxtaposition architectural approach is needed to combine public space with government offices in a harmonious and balanced manner.
