    Abstract
    The pulp industry often involves risks in its operations. This study was conducted in the energy sector of PT. Toba Pulp Lestari by analyzing the frequency of workplace accidents, the implementation of Occupational Health and Safety (OHS) practices, and the risk levels encountered by workers. The research method employed is the Hazard Identification, Risk Assessment, and Determining Controls (HIRADC) method. From the results of data collection, in 2023 the severity of work accidents increased from 60 lost working hours to 122 lost working hours, suggesting that the efforts to control workplace accidents at PT. Toba Pulp Lestari have not led to significant improvements. The energy area is divided into three sections: the recovery boiler, which involves 26 identified hazards, including 2 extreme risks, 8 high risks, 5 medium risks, and 1 low risk; the evaporator area, with 23 identified hazards, including 3 extreme risks, 5 high risks, and 15 medium risks; and the water treatment plant area, which has 6 identified hazards, including 1 extreme risk, 2 high risks, and 3 medium risks. However, the data analysis did not find a correlation between workers' knowledge of OHS and the occurrence of workplace accidents. Based on these findings, recommendations for controlling the identified risks were proposed. The suggested hazard control measures follow the hierarchy of controls, which include elimination, substitution, engineering controls, administrative controls, and the use of Personal Protective Equipment (PPE
