    Abstract
    Generally, tidal floods occur annually and once every few years. For example, in Medan City, there are several areas that routinely experience tidal floods, namely Medan Belawan, Medan Marelan and Labuhan sub-districts. However, in Medan Belawan sub-district, which is still often flooded, the VII area of Belawan Bahagia sub-district is still flooded. The impact of this tidal flood disrupts residents' activities and residents are often attacked by disease, but recovery efforts, especially infrastructure, have not been carried out perfectly and the regional disaster management agency is temporarily only carrying out emergency responses. However, it does not fully address post-flood recovery. The method used is a descriptive method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation and documentation related to the Recovery Phase in Overcoming Floods. In this research, researchers used Quarantelli's recovery phase indicators, namely recovery and repair of critical infrastructure, increasing the level of community participation in the recovery process, and restoration of social life and community welfare. The results of the research that researchers have carried out can be concluded that the Regional Disaster Management Agency (BPBD) is solving the flood problem in Medan Belawan District. Based on analysis and observations, the conclusion that can be drawn is that Overall, the recovery phase carried out by BPBD in Medan Belawan District shows that an approach that involves the community, cross-sectoral cooperation, strengthening infrastructure, an effective early warning system, and economic empowerment programs are key to achieve sustainable recovery. This comprehensive approach not only addresses flood damage but also builds community resilience to future disasters. The process of recovering from flood disasters has not yet run optimally, but there have been efforts by the government to minimize the worst risks that occur. The sub-district office can carry out an initial assessment of the impact of flooding in their sub district area. This includes evaluating the physical, economic, and social damage caused by flooding, as well as identifying areas most in need of recovery assistance.
