dc.description.abstract | This study aims to find out and see how the Manpower Office performs in supervising and protecting workers' rights in providing wages. It is said that there are challenges such as limited resources and the complexity of wage cases which are still obstacles that need to be overcome as well as the need to improve supervision and protection of wage rights by the Manpower Office (DISNAKER).
This study uses a descriptive method with a qualitative approach. The location of this research is at the Medan City Manpower Office. The informants of this study consisted of the Head of the Wage Team, Head of the Dispute Team, Mediator, and Workers / Community. Data collection techniques were carried out by interviews, observations, documentation and literature studies. The data obtained were analyzed qualitatively with the organizational performance theory approach proposed by Agus Dwiyanto including Accountability, Service Quality and Responsiveness. The data validity technique in this study used the source triangulation technique.
The results of this study are the performance of the Medan City Manpower Office can be seen from the effectiveness indicator where supervision and protection carried out by the Manpower Office can be seen from how the mediator resolves mediation with employers and workers, a group of mediators work by collecting some evidence as a reference and trying to mediate with employers to consider the results of industrial relations, but in the process there are actually several obstacles and barriers such as employers who are ignorant of workers' rights and also the limited ability of a mediator. Referring to the service quality indicator, a mediator has provided satisfaction or a bright spot for workers' rights because the service is very organized and very good even though it takes a little longer. | en_US |
