    Abstract
    Diabetes mellitus is a disease caused by an increase in blood sugar levels due to insulin deficiency. Based on the North Sumatra Health Profile in 2020, North Labuhanbatu Regency is a district that has a percentage of DM sufferers who receive health services according to standards of 75.75%, while at the Gunting Saga Health Center, the incidence of DM increased from 2022 to 2023, which is 30%. The purpose of this study is to analyze how the implementation of the Integrated Non-Communicable Disease Development Post Program (Posbindu PTM) in an effort to prevent DM at the Gunting Saga Health Center, South Kualuh District, North Labuhanbatu Regency. The type of research used is qualitative research that aims to describe a situation being studied and its influence objectively. The conclusion of this study is that the implementation of Posbindu PTM in the work area of the Puskesmas still faces a number of significant obstacles. The Posbindu implementation system has not fully followed the 5-table system or 5 stages of implementation. Posbindu cadres are still very dependent on the assistance of Posbindu program managers from the Health Center, so they have not been able to carry out PTM Posbindu activities independently. This is also influenced by the need for program managers to bring Posbindu Kit tools from the Puskesmas on each implementation schedule, which adds complexity in the effective implementation of Posbindu PTM activities. It is hoped that the government will be more concerned with Posbindu activities such as intensifying Posbindu training so that Health cadres can implement the stages of Posbindu in accordance with the rules.
