Abstract

This research analyzes food poverty in Medan City and formulates food control policy strategies. Analysis of the proportion of food consumption expenditure shows high poverty rates in several sub-districts, especially Medan Belawan and Medan Marelan. The SWOT approach identifies policy alternatives in quadrant 1, exploiting opportunities and strengths to overcome food resilience and insecurity of poor households. Five priority strategies were obtained, involving optimizing food price control, increasing food availability and reserves, business cooperation strategies, controlling supply from hinterland areas, and increasing economic access. The research conclusion emphasizes the need for simultaneous policy implementation that covers aspects of food availability, distribution and quality. Suggestions involve cross-sector collaboration to ensure policy sustainability and focus on priority strategies. It is hoped that the implementation of this policy can reduce the level of food poverty and improve the welfare of poor households in Medan City.
