PT PLN (Persero) UIP North Sumatera in Medan City is a State-Owned Legal Entity (BUMN) that embodies one of the provisions of Article 33 of the 1945 Indonesian Constitution, strategically positioned for the improvement of people’s welfare with the aim of infrastructure development in electricity procurement. Land that has been acquired must undergo land registration. Land registration aims to provide certainty of ownership rights by issuing certificates to give landowners a sense of security regarding their rights to the land.
This is normative legal (juridical normative) or library research supported by field studies. Juridical normative research refers to theories, doctrines, norms, principles, and legal rules contained in Indonesian legislation. Field studies are supported to examine various laws on basic agrarian laws and regulations that will be linked to implementation in the field and information obtained from interviewes with the leaders of PT PLN (Persero) UIP North Sumatera in Medan City and the land office in Medan City.
The research find that land registration activities of PT PLN (Persero) in the form of Building Rights are stipulated in the regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 18 of 2021 concerning Management Rights, Land Rights, Apartment Units, and Land Registration. PT PLN (Persero) UIP North Sumatera experiences juridical and technical problems in fulfilling the document requirements for land acquisition from the community and other legal entities.
