    Abstract
    The armed conflict between Israel and Palestine has led to a deep humanitarian crisis, particularly for children, who are the most vulnerable group. In this situation, UNICEF's role as a protector of children's rights becomes crucial. This study aims to examine and analyze three key aspects: first, the international legal regulations concerning UNICEF's presence in Palestine and Israel; second, the legal protection mechanisms for UNICEF in applying international humanitarian law principles to support child welfare in these armed conflict areas; and third, UNICEF's authority as an international organization in providing humanitarian aid amid the Israel-Palestine conflict. This research employs a normative juridical method, analyzing secondary legal materials involving written legal regulations, legal principles, and related case studies. Using a descriptive approach, this study evaluates the international legal framework underlying UNICEF's existence and role in the conflict zones. The findings indicate that international legal instruments, such as the Convention on the Rights of the Child and the 1949 Geneva Conventions, provide a strong legal framework for UNICEF. These instruments support the organization in protecting children's rights even in armed conflict conditions. Additionally, UNICEF continues to play a significant role in promoting and safeguarding children's welfare, despite facing challenges such as limited access and security risks.
