As a State-Owned University with Legal Entity (PTN-BH), the University of North Sumatra (USU) has autonomy in managing its finances, including capital participation in business entities. This study aims to analyze the policy of USU's capital participation in business entities, as well as the impact of this policy on USU and business entities. The problems are: Regulation of USU capital participation as a PTN-BH to business entities; USU capital participation PTN-BH to business entities; and Constraints faced by USU as a PTN-BH in managing business entities. This study uses a qualitative descriptive research method. Data were obtained through interviews with key informants, namely: USU leaders and leaders of business entities that received USU capital participation. Qualitative analysis of the research shows that: First, the policy of USU's investment in business entities is based on the consideration of increasing USU's income, supporting the development of research and innovation, and increasing USU's role in regional development. Second, the investment of the University of North Sumatra (USU) as a State-Owned University (PTNBH) to Business Entities is carried out in order to increase income, support the development of research and innovation, increase the role in regional development, and increase cooperation with business entities. Third, the constraints faced by the University of North Sumatra (USU) as a State-Owned University (PTNBH) in managing the business entities it established include: lack of experience in managing business entities; lack of competent human resources; and lack of government support. By overcoming these constraints, USU can manage the business entities it established more effectively and efficiently. This will be able to increase the benefits of USU's investment in business entities for USU and the community.en_US
