Analisis Yuridis Pelaksanaan Sanksi Denda Tilang pada Electronic Traffic Law Enforcement (E-TLE) terhadap Pelaku Pelanggar Lalu Lintas Menurut Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan (di Wilayah Hukum Ditlantas Polda Sumateram Utara)

Abstract

ETLE (Electronic Traffic Law Enforcement) is an electronic system of controlling and enforcing traffle law No. 12/2009 on Traffic and Road 1 form of ETLE which is based on Law sortation, however, its implementation hat not run effectively so far. Therefore, it is necessary to do a research on it The title of this thesis is "Juridical Analysis of Implementing Tilang Fine b Electronic Traffic Law Enforcement (ETLE) on Traffic Offenders According t Law No. 22/2009 on Traffic and Road Transportation (In the Ditlarnias Polda Sumatera Utara Juridiction). The research probiams are as follows: 1) how about the basic regulation of ETLE according to Law No. 22/2009n Traffic al Road Transportation in Indonesia, 2) how about the implememation of ETLE od sanction in Tilang Fise on on traffle offenders in Medan, and 3) how about the obrtacles ad the efforts to hardle the obstacles in implementing ETLE, especially in Medan so that it can run effectively and efficiently

The research uses juridical empirical method which is focused on the implementation of law in society. The casts are gathered from field research by regulations and legal materials which are related to the subject matter of the research. The gathered data are analysed by using qualitative method obtaned from the interviews with the officials of Diriantas Polda Sumatera Utara

The result of the research suggests that the implementation of ETLE not run effectively so far because of some internal and external obstacles such as the factor of facility and infrastructures, the factor of senderstaruding human resources in this case, the police), the factor of weather, and the factor of the people. These obstacles are caused by the lack of synergy among the local govervement, the police, and the people. Meanwhile, the aviation can be divided into the implementation and the non implementation.
