Penentuan Tarif Dasar Tol Berdasarkan Analisis Hubungan Ability to Pay dan Willingness to Pay (Studi Kasus: Rencana Jalan Tol Tebing Tinggi-Pematangsiantar)
Determination of Basic Toll Rates Based on Analysis of Relationship of Ability to Pay and Willingness to Pay (Case Study: Tebing Tinggi-Pematangsiantar Toll Road Plan)
Abstract
Transportation infrastructure is one of the catalysts for economic growth which is the responsibility of the government and conventionally funded by the state. One form of implementation of the provision of transportation infrastructure facilities carried out by the government is the Trans Sumatra Toll Road (JTTS) construction project. One of the sections of the JTTS construction project is the Tebing Tinggi-Pematangsiantar toll road.
This research aims to determine the ability to pay and willingness to pay of prospective users of the Tebing Tinggi-Pematangsiantar toll road and to determine the initial toll fare of Tebing Tinggi-Pematangsiantar based on the perspective of prospective toll road users. Data was obtained through the results of the Road Side Interview (RSI) interview survey covering the socio-economic and travel characteristics of prospective users of the Tebing Tinggi-Pematang Siantar toll road and then data analysis was carried out to obtain the ATP amount using the Travel Budget approach and WTP using the Stated Preference Approach.
Based on the analysis results, the ATP value for Class I vehicle users is around IDR 1,298/Km, while the WTP value is around IDR 915/Km. This shows that the ability of Class I vehicle users is greater than the willingness to pay for the available utilities (Choice Riders). The ideal toll rate based on the perception of users of the Tebing Tinggi-Pematangsiantar toll road is Class I Rp. 52,432 (Rp. 904/Km), Class II Rp. 80,214 (Rp. 1,383/Km), Class III Rp. 106,952 (Rp. 1,844/Km), Class IV Rp. 133,690 (Rp. 2,305/Km), and Class V Rp. 160,428 (Rp. 2,766/Km).
