The Role of The United Nations High Commissioner For Refugees (UNHCR) in Providing Protection to Rohingya Refugees in Indonesia During The Covid-19 Pandemic in Reviewed From International Law
Abstract
The issue of refugees is one of the global issues that is widely
discussed by
the international community. One of the refugees from abroad who seek refuge in
Indonesia is the Rohingya Ethnic refugees. The beginning of 2020 was greeted
with the arrival of the COVID 19 virus and turned the situation into a pandemic
in an instant. The COVID 19 pandemic has impacted every level of society. Not
only by citizens, but the impact of this pandemic is also felt by refugees seeking
refuge in a country. The problem formulations discussed in this thesis are: (1)
How is the internatio nal legal regulation of refugees (2) How is the handling of
Rohingya refugees by UNHCR in Indonesia (3) How is the role of UNHCR
towards Rohingya refugees in Indonesia during the COVID 19 pandemic This
research is included in the type of normative legal research, by collecting sources
based on literature studies.
Based on the results of the research that is obtained, the author finds (1)
In international refugee law, refugees are divided into two types, namely cross
border refugees and internally displa ced persons. (2) UNHCR plays a role in
registering refugees in Indonesia. (3) During the COVID 19 pandemic, there were
several differences in handling Rohingya refugees in Indonesia.
The conclusions of this study are (1) The regulation of refugees has bee
n
regulated in the 1951 Convention on The Status Of Refugees , (2) in dealing with
Rohingya refugees in Indonesia, UNHCR plays a role in providing RSD (Refugees
Status Determination) and finding long term solutions for refugees, (3) During
the COVID 19 pandemic, UNHCR played a role in fulfilling refugees' health
equipment and continued to strive for refugees to be included in Indonesia's
national COVID 19 response system.
