dc.description.abstract | This thesis is motivated by the role of local government in the Humbang Hasundutan food estate. The food estate in Humbang Hasundutan involves various stakeholders who coordinate with each other: farmers, farmer groups (Poktan), farmer group associations (Gabpoktan), central government, private investors, non-governmental organizations, and other stakeholders. The central government is responsible for formulating policies, regulations and allocating budgets to support the national food estate program. The local government has the authority to determine the location and manage the land that will be used for the food estate program. Local governments are also responsible for providing support in providing needed infrastructure, such as roads, irrigation, electricity and telecommunications. Farmers play a role as the main actors in implementing the food estate program. They are responsible for carrying out food crop cultivation and horticulture activities on food estate land. This research aims to find out what role the local government plays in implementing food estates in Humbang Hasundutan. This research uses a qualitative descriptive method, namely research that aims to systematically and accurately examine facts and events and analyze their truth based on data obtained in the field. Data collection techniques in this research are interview techniques and library research. | en_US |
