dc.description.abstract | This study aims to analyze the barriers to the promotion of female civil servants in the Deli Serdang District Government and to identify solutions to address them, with a focus on the concept of the "glass ceiling." The research method employed is qualitative with a case study approach, utilizing interviews with six female informants working in government agencies and direct observation. The findings reveal that female civil servant promotion in Deli Serdang faces challenges related to women's sex roles, specifically the dilemma of balancing professional and domestic responsibilities, and gender stereotypes, including negative biases regarding women's competence as leaders. Policy implications of this study underscore the need for strengthening an inclusive merit-based system, implementing mentoring programs and expanding networking access, conducting anti-gender stereotype campaigns and public education, as well as fostering family support and promoting cultural change within organizations. | en_US |
