This study analyzes the role of stakeholders in the land acquisition process for the construction of an underpass on Gatot Subroto Street, Medan. The construction of this underpass infrastructure aims to reduce traffic congestion and improve accessibility and aesthetics in Medan, particularly at the Manhattan Mall intersection. The research employs a qualitative descriptive method, collecting data through interviews, observations, and documentation from various parties involved, including the government, landowners, contractors, supervising consultants, and local communities. The findings conclude that there are 18 stakeholders divided into 4 (four) quadrants: subjects, key players, supporters, and other followers. The conclusion drawn is based on the role distribution according to the interest and power quadrants from Reed's theory (2009). The success of the land acquisition for the Gatot Subroto underpass development depends on the ability of stakeholders to collaborate effectively.en_US
