Law No. 22 of 2009, about traffic and road transport is firmly established requirements for headlights turning on during the day for 2-wheelers. this case regulated in Article 107 paragraph (2) and Article 293 paragraph (2) regarding criminal sanctions for drivers who do not turning on headlights during the day. he perceived benefits with the rules requiring two-wheeler riders are required to turning on headlights during the day is to create traffic safety for two- wheeler riders. besides that, turning on headlights during the day is a portion of feasibility that must be complied with by all road users, especially two-wheelers. it is meant to prevent the occurrence of traffic accidents. the main light for a motor vehicle wheel 2 is a component of the composition of the technical requirements covering the main light near white or light yellow and distant headlights are white or light yellow. 2-wheeled motor vehicles must be equipped with headlights and headlight close distance, at most two pieces and can emit light of at least 40 meters to the front, close to the main light and 100 meters to the front to light much. if the motorcycle is equipped more than one near the the main light, it lights should be installed in close proximity. problems raised at this thesis include setting turning on the main light during the day for 2 wheeled vehicles and the enforcement of the law by implementers the obligations of the police against violators lights.
Nature of the research at this thesis is a descriptive analysis. where the research data obtained through library research and interviews with informants. literature study is a secondary data at this thesis, while the interview was the primary data. data that has been found to be further analyzed by a qualitative analysis approach.
Arrangements against liability turning on the main light during the day for 2 wheel vehicle, an eligibility requirement driving on the highway which must be obeyed by any 2- wheeler riders in the regulation of traffic laws and road transport-related liability has not been set ATPM on vehicle specification which guarantees the main light stays on and the availability of automated tools as markers of damaged the main light. this case certainly has implications for the enforcement of the law by the national police in the field of traffic function. law enforcement only focuses at the riders who do not turning on the main light during the day without touching the ATPM who do not carry out obligations that ensures specifications the main light. law enforcement is do not carried out, because there is no legal basis for the national police to crack down on the ATPM. whereas in the formation of a legal norm should still pay attention to aspects of the rule of law, justice and legal expediency.
