Implementasi Program Medan Medical Tourism dalam Meningkatkan Pendapatan Asli Daerah (PAD) di Kota Medan

Abstract

The Medan Medical Tourism Program is an initiative aimed at promoting Medan as a health tourism destination, with the hope of increasing Local Revenue (PAD) through the health and tourism sectors. The implementation of this program involves various leading hospitals in Medan that provide high-quality medical services according to international standards, so as to attract patients from within and outside the country. This program is expected to increase medical tourist visits which will have an impact on related sectors, such as hospitality, transportation, and other supporting services. This study evaluates the effectiveness of the implementation of the Medan Medical Tourism program in increasing the PAD of Medan City. The research method used in this study is descriptive research with a qualitative approach. Data collection was carried out using interview, observation, and documentation techniques related to the implementation of the Medan Medical Tourism program in Increasing the Original Regional Income (PAD) of Medan City. The data analysis techniques used are data reduction, data presentation, and drawing conclusions. To ensure the accuracy of the information, the author uses triangulation of data sources and methods. Implementation of the Medan Medical Tourism Program to increase Regional Original Income (PAD) in Medan City is very dependent on quality standards of medical services, effective marketing strategies, and investment policy support and training of medical personnel. Apart from that, good management of resources, infrastructure and communication between stakeholders are also important factors. To achieve this goal, several strategic steps need to be taken, such as building modern health infrastructure and marketing to attract international patients, providing incentives for investors, and improving medical personnel training and customer service. Commitment to service quality, effective management and technological innovation must also be ensured. In addition, strengthening communication between organizations through regular meetings and digital platforms, as well as managing economic, social and political aspects, is key to supporting medical tourism policies.
