Collaborative Model of Regional Development Planning for The Acceleration of North Sumatra Economic Development

In order to effectively plan regional development, good collaboration between
the central government and regional governments, as well as all relevant stakeholders,
is required in designing and formulating development plans. This collaboration is
expected to provide acceleration to development in the North Sumatra region. Through
this study, it is hoped that a best practice model of collaborative development planning
can be produced to support the achievement of development targets in the North Sumatra
Province and its constituent districts and cities, thus contributing significantly to the
achievement of key indicators for regional economic development. This research was
conducted using an explanatory method and quantitative approach, employing Structural
Equation Models (SEM) analysis.
From the analysis, it was found that the bottom-up approach to development
planning in districts/cities in North Sumatra Province has been implemented at a good
level (average score for all indicators is 3.843 on a scale of 5), with the best aspect being
the implementation of regional development planning meetings (Musrenbang) at the
provincial level (Score 4.033). Meanwhile, the top-down approach to development
planning in districts/cities in North Sumatra Province has also been implemented at a
good level (average score for all indicators is 4.013 on a scale of 5), with the best aspect
being synchronization with the President's Vision and Mission (Score 4.093). The topdown
development planning approach has a significant direct impact on regional
economic development, while the bottom-up approach has no significant direct impact.
The collaborative planning models (such as Dawes & Eglene and Ansell & Gash) are
able to moderate the effects of both development planning approaches (both bottom-up
and top-down) on regional economic development in North Sumatra Province. The best
approach to planning and collaboration for development acceleration in North Sumatra
is the bottom-up approach with Djumara's collaborative model. This approach and
collaborative planning model have the highest effect as moderating variables in
accelerating regional economic growth in North Sumatra.
