Analisis Penerapan Model Sistem Informasi Pelayanan Birokrasi Pemerintah Berbasis Aplikasi Online untuk Pengembangan Wilayah di Kota Tebing Tinggi

Abstract

The City Government holds an important service function that is in direct contact with the community. Therefore, the role of city, sub-district and sub-district governments in bureaucratic services and urban community development is very large. One of the bureaucratic service models at the city government level that is currently being developed is online-based bureaucratic services that have been carried out in Tebing Tinggi City. This service model is expected to be one of the efforts to accelerate activities that add, improve, improve or expand development in urban areas. However, so far the implementation has not gone well in all existing OPDs or online-based bureaucratic service units. Therefore, this study was conducted to analyze the extent of the readiness of the apparatus as servants and the community as service users in the implementation of online-based government bureaucratic services in Tebing Tinggi City. In addition, this study was also conducted to analyze the extent of the role of online-based services in various socio-economic development programs in accelerating the development of urban areas. The research method used is an explanatory method with a quantitative approach. Descriptive statistics are used to measure the level of readiness of the apparatus and the community in the implementation of online-based bureaucratic services. SEM analysis using Amos software is used to test the role of online-based socio-economic service programs in moderating regional development in urban areas. Based on the results of the analysis, it can be concluded that the acceptance/readiness of the community and apparatus (understanding/insight, mastery of technology, mental coaching, moral development of the apparatus, formal education, informal education and material incentives) are in the good category with an average score of 3,596 and 3,612 on a scale of 5. The acceptance/readiness of the community and apparatus in the implementation of the online-based government bureaucratic service model has a significant and positive effect on the development of urban areas in Tebing Tinggi City through Community Socio-Economic Development Program Services. Thus, the Community Socio-Economic Development Program Service is stated to be able to moderate the variables of Revenue/readiness of the community and apparatus for the development of urban areas in Tebing Tinggi City. From this research, a conceptual model of improving online-based bureaucratic services can be built for the development of urban areas.
