Evaluasi Sistem Aplikasi SIBISA (Sistem Informasi Berbasis Data Kependudukan) Dalam Melayani Administrasi Kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kota Medan

Abstract

This research aims to determine the evaluation results of the SiBISA application system in providing population administration services at Medan Disdukcapil (Population and Civil Registry Office). A descriptive research method with a qualitative approach is employed in this research, involving informants from the SiBISA user community in Medan and staff members of the Medan Disdukcapil. Data are collected through unstructured interviews and document analysis. The data collected will be analyzed using several stages, namely: organizing and preparing the data for analysis, thoroughly reviewing the dataset, start coding the data, generating descriptions from the codes, identifying emerging themes, and interpreting the meaning of time. The results indicate that the evaluation carried out by the Medan Disdukcapil on the SiBISA application system has successfully automated and streamlined the population administration process in Medan. SiBISA has integrated various components of an information system-such as personnel, hardware, software, data, procedures, and communication networks-and stands as a model for the effective use of information technology in improving public service delivery. Nonetheless, ongoing development of the application is essential to ensure it remains responsive to the dynamic needs of the community. By continuously refining and adapting its features, SiBISA has the potential to more effectively fulfill public demands for population administration services that are efficient, user-friendly, and transparent.
