Abstract

This study aims to analyze the effectiveness of active dynamic records management at the Binjai City Library Office. Active dynamic records are a vital element in supporting government accountability and operations, however, their management at this office still faces significant challenges. Using a descriptive qualitative method, this study comprehensively examines the records lifecycle, including creation, utilization, maintenance, storage, and disposition. The findings indicate that the process of record creation has been well-structured through a classification and indexing system. Access and retrieval of records are regulated through formal request procedures, although retrieval times may vary. Record maintenance is supported by adequate infrastructure. Nevertheless, the main challenges identified include limited human resources, suboptimal facilities, and insufficient adoption of technology. Despite these challenges, the records disposition process has been implemented in accordance with applicable regulations. In conclusion, the management of active dynamic records at the Binjai City Library Office demonstrates promising potential but requires improvement. It is recommended to enhance human resource capacity through training, to implement a comprehensive records digitization system, and to upgrade storage facilities in order to achieve more effective and efficient records management.
