Flood Mitigation Strategies for Optimising Rice Farming in the Krueng Kluet Watershed, Aceh

The Krueng Kluet watershed, often referred to as the Kluet watershed, is one of the
largest watersheds in South Aceh Regency, Aceh Province, which currently
experiences frequent flooding, thereby adversely affecting the rice farming sector.
The objectives of this study are: 1) To estimate the losses suffered by rice farmers
due to flooding in the Krueng Kluet watershed in Aceh. 2) To analyse how floods
affect the income of rice farmers compared to when there are no floods in the
Krueng Kluet watershed in Aceh. 3) To analyse the minimum living needs (KHL) of
rice farmers in the Krueng Kluet watershed in Aceh. 4) To analyse the willingness
to pay to prevent/mitigate flooding on paddy fields in the Krueng Kluet watershed
in Aceh. 5) To analyse the influence of hydrology, ecology, social and institutional
factors as causes of flooding on paddy fields in the Krueng Kluet watershed in Aceh.
6) To create a flood mitigation scenario model for rice fields in the Krueng Kluet
watershed in Aceh. 7) To develop appropriate flood mitigation strategies for
optimising rice farming in the Krueng Kluet watershed in Aceh. Methods used in
this study : 1) ECLAC (Economic Commission for Latin America and the
Caribbean) 2).Method, the farmer income analysis method, 3) The KHL (Decent
Living Needs) method, 4) WTP (Willingness to Pay) method 5) The SEM-PLS
(Structural Equation Modelling-Partial Least Squares) method, 6) The, AHP
(Analytical Hierarchy Process) method, and 7) SWOT analysis. Research results:
1) Total losses of paddy rice farmers due to flooding amounted to Rp.
8,501,882,770/MT. 2) The average income of rice farmers during flooding is Rp.
5,529,000/Ha/MT, and the average income of rice farmers when there is no
flooding is Rp. 26,027,000/MT. 3) To achieve the KHL, farmers must have an
average minimum land area of 1.13 Ha/farmer, 4) The total value of farmers'
willingness to pay to prevent flooding on rice paddy fields is Rp. 1,590,000/MT. 5)
Hydrological, social, and economic aspects significantly influence the occurrence
of flooding on rice fields, while ecological and institutional aspects do not
significantly influence it. 6) The highest priority criterion in the flood management
model for rice fields is the institutional criterion, and the primary priority for
alternatives is to widen drainage channels and build embankments along
riverbanks. 7) The appropriate strategy for mitigating rice field flooding in the
Krueng Kluet watershed in Aceh is to adopt an aggressive strategic approach.
