    Design of Integrated Waste Management Facility (TPST) at the University of North Sumatra (USU) Based on the Principles of Circular Economy

    Abstract
    An Integrated Waste Processing Facility (IWPF) is a location where activities such as waste collection, sorting, reuse, processing, and further processing or final processing of waste are carried out. This further processing or final processing typically involves the production of recycled products or by-products derived from waste processing at the TPST. Numerous factors influence the final outcome of waste processing at the TPST, ranging from the type of waste, waste volume, to the appropriate processing methods applied to the waste. A circular economy is an economic system or model aimed at achieving economic growth by maintaining the value of products, materials, and natural resources in the economy for as long as possible, thereby minimizing social and environmental damage caused by a linear economic approach. The objectives of this study are to identify the processing procedures in the management of the USU TPST, assess the circularity index in accordance with circular economy principles for the processing and management of the USU TPST, and design Standard Operating Procedures (SOPs) for the management of the USU TPST. The data processing conducted in this study combines qualitative and quantitative approaches. This is because determining integrated waste management strategies requires both qualitative and quantitative data. Therefore, the data processing must also align with the nature of the data collected. The results of the study indicate that there is still a mismatch between the facilities available at the USU Waste Management Facility and the amount of materials to be processed, as well as the amount of waste entering the facility. This affects the circular economy index obtained from the waste processing at the USU Waste Management Facility. The waste utilization rate at the USU TPST is 62.857%, the operational cost ratio is 92.642%, and the overall circular economy index is 77.749%. The USU Integrated Waste Management Facility needs to maximize the effectiveness and efficiency of available facilities in relation to the amount of waste received to improve both the economic circularity index and waste utilization rates.
