Tourism development policies are crucial for attracting visitors to a region. The government and the Lake Toba Authority (BPODT) held the international Aquabike Jetski World Championship in Tongging Village, Karo Regency, North
Sumatra. This event aimed to promote Tongging as a sports tourism destination and positively impact the community. However, obstacles such as uneven distribution of economic benefits, a lack of infrastructure and facilities, and
unsustainable post-event promotion faced challenges. Therefore, this study was conducted to assess the effectiveness of this policy.
The method used in this study was descriptive with a qualitative approach. To obtain data and information, researchers conducted interviews with BPODT,
the Karo Regency Tourism Office, the Karo Regency Development Planning Agency (Bappeda), the Tongging Village Government, business owners, and the surrounding community. Furthermore, researchers conducted field observations and documentation to support the research data. The data obtained were then analyzed using Steers' (1997) effectiveness theory, which uses six indicators: productivity, adaptability, development, job satisfaction, stability, and integration.
Based on the research results, it can be concluded that the Aquabike Jetski World Championship policy is quite effective in developing sustainable tourism in Tongging. Productivity, increasing tourist visits and the local economy. Adaptability, adjusting to new changes. Development, building tourism
infrastructure. Job satisfaction, a sense of pride in being trusted to host. Stability, the ability to maintain sustainable conditions. Integration, the integration of cooperation between the various parties involved. Although this policy has improved the image of tourism, economic growth, and increased tourist visits, further efforts are needed to ensure that the benefits are felt sustainably and equally by the entire community.
