    Abstract
    This research is motivated by the problem of delays and inefficiencies in the container loading and unloading process at PT. Prima Terminal Peti Kemas due to the imbalance between the number of available labor and heavy equipment, so that a Goal Programming approach is needed to optimize the utilization of these resources to improve port operational efficiency. This study aims to overcome the problem of inefficiency in the container loading and unloading process by applying the Goal Programming method to optimize the use of labor (manpower) and heavy equipment. Quantitative research and the Goal Programming approach are used to optimize the use of labor and heavy equipment by using the Stevedoring process at PT. Prima Terminal Peti Kemas which is the objective of this study. The analysis results found that: (1) The use of manpower and heavy equipment is influenced by key factors such as the suitability of the number of tools to the volume of work, workforce competency, field coordination, work area density, and equipment condition. The imbalance between these factors reduces loading and unloading efficiency. (2) The Goal Programming method is able to optimize the use of heavy equipment and operational time, although a shortage of 14 hours of manpower is still found. This method provides a more efficient allocation and indicates areas that need improvement. (3) Goal Programming has a positive impact on operational efficiency, but limited manpower makes work time efficiency less than optimal and has the potential to cause delays and additional costs, so that workforce management needs to be improved. (4) Companies are advised to add workers during peak hours, improve scheduling and shift distribution, and utilize monitoring technology to increase the effectiveness of manpower and heavy equipment allocation to support improved operational performance and services.
