Salah satu bagian penting di dalam pengelolaan perkerasan jalan adalah
penilaian kondisi fungsional jalan. Penilaian ini menjadi penting karena bisa
menjadi bahan untuk menentukan tindakan yang akan dilakukan terhadap suatu
ruas jalan sehingga tetap dapat berfungsi dengan baik sampai umur rencananya.
Beberapa parameter di dalam penilaian kondisi fungsional jalan yang sering dipakai
adalah International Roughness Index (IRI), Surface Distress Index (SDI) dan
Pavement Condition Index (PCI).
Penelitian ini bertujuan untuk mengetahui representasi nilai IRI hasil
Roughometer terhadap IRI dan SDI hasil Hawkeye dalam hal penilaian kondisi
fungsional jalan dengan menganalisa perbandingan nilai rata-rata hasil pengukuran
serta perbandingan rencana penanganan dan biaya penanganan berdasarkan nilai
IRI dan kombinasi nilai IRI dengan SDI pada ruas jalan nasional di Sumatera Utara.
Penelitian dilakukan pada tiga ruas jalan nasional di Provinsi Sumatera Utara yaitu:
Jalan Bts. Kota Binjai-Bts. Kota Medan sepanjang 7300 meter, Jalan Bts. Kota
Tebing Tinggi-Bts. Kab. Simalungun sepanjang 18800 meter dan Jalan Bts. Kab.
Simalungun/Kab. Sergei sepanjang 15000 meter. Pengukuran nilai IRI dilakukan
dengan menggunakan alat Rouhgometer dan Hawkeye sedangkan untuk SDI
menggunakan alat Hawkeye. Pengukuran tesebut dilaksanakan bersama dengan tim
survei dari Balai Besar Pelaksanaan Jalan Nasional II Medan yang sekaligus
merupakan fasilitator dalam penyediaan alat survei Roughometer dan Hawkeye.
Dari uji statistik didapat hasil bahwa secara statistik nilai IRI hasil
pengukuran Roughometer berbeda signifikan dengan nilai IRI hasil pengukuran
Hawkeye (Ho ditolak). Demikian pula, secara statistik nilai IRI hasil pengukuran
Roughometer berbeda signifikan dengan nilai SDI hasil pengukuran Hawkeye. Dari
tiga ruas jalan yang diteliti, penilaian kondisi fungsional jalan hasil Roughometer
menunjukkan hasil yang sama pada satu ruas jalan dan lebih buruk pada dua ruas
jalan jika dibandingkan dengan hasil penilaian kondisi fungsional dengan Hawkeye.
Dari hasil analisis dapat disimpulkan bahwa nilai IRI Roughometer lebih
konservatif didalam merepresentasikan kondisi fungsional jalan bila dipakai
sebagai pengganti nilai IRI dan SDI Hawkeye. The road functional conditions assessment is an important part of road
management. It is important because the assessment can be use as a determinant
to determine an action that need to do on a road section to achieve the road service
function until the planned time. Some parameters which is often used to assess the
road conditions such as International Roughness Index (IRI), Surface Distress
Index (SDI) and Pavement Condition Index (PCI).
The study aimed to determine the representation of IRI values from the
Roughometer results if it replaced the IRI and SDI values from the Hawkeye results
in the assessment the road functional conditions by analyzing the comparison of the
mean values of both measurement results and the comparison of the maintenance
plan and maintenance costs based on the IRI values and the combination of IRI and
SDI values on national road sections in North Sumatra. The study was conducted
on three national road sections in North Sumatra Province, namely: Bts. Kota
Binjai – Bts. Kota Medan road with a length of 7,300 meters, Bts. Kota Tebing
Tinggi – Bts. Kabupaten Simalungun road with a length of 18,800 meters, and Bts.
Kabupaten Simalungun/Bts. Kabupaten Sergai road with a length of 15,000 meters.
The IRI values were measured by using Roughometer and Hawkeye devices, while
the SDI values were measured by using a Hawkeye device. The measurements were
carried out with the survey team from the Center for Implementation of the National
Road II Medan, which was also the facilitators in providing the survey equipment,
Roughometer and Hawkeye.
The statistical test results that the IRI values from the Roughometer
measurement results were significantly different from the IRI values from the
Hawkeye measurement results (Ho was rejected). Similarly, there was also a
statistically significant difference between IRI values from the Roughometer
measurement results and SDI values from the Hawkeye measurement results. From
the three road sections studied, the assessment of the road functional conditions
using Roughometer showed the same results on one road section but worse results
on the other two road sections compared to assessment of the functional conditions
with Hawkeye.
Based on the analysis results, it can be concluded that the IRI values from
Roughometer were more conservative in representing the functional conditions of
the road when used as a substitute for the IRI and SDI values from Hawkeye.
