    Abstract
    Development of human resources need to be implemented to improve the performance of the apparatus in achieving quality of service. Enhancing the competence of human resources and institutional arrangement of government apparatus will have an impact on improving the performance of human resource is an important part in improving the quality of service, will positively affect the development of the region. This study aims to determine the effect of human resource development and institutional arrangement for the performance, quality of service and development areas in North Sumatra. This type ofresearch is carried out with an explanatory approach. The variables used were human resource development, institutional arrangement, performance, quality of service and development of the region. Thepopulation of this research are civil servants environment of North Sumatra Province as many as 191 people. The research sample as many as 191 people with census method. The results showed the development of human resources and a significant positive effect on performance. Development of human resources and a significant positive effect on the quality of service and regional development in North Sumatra. Performance of human resources and the significant positive direct effect on the quality of services and regional development. Institutional arrangements directly affect positively and significantly to the performance, quality of service and development of the region. Quality service is directly positive and significant impact on regional development. Novelty of this research is a model of Regional Development through Improved Service Quality and Performance Officer as the implementation of the Human Resources Development and Institutional Arrangement .
     
    Pengembangan sumber daya manusia perlu dilaksanakan untuk meningkatkan kinerja aparatur dalam mewujudkan kualitas pelayanan. Peningkatan kompetensi sumber daya manusia aparatur pemerintah dan penataan kelembagaan akan berdampak terhadap peningkatan kinerja sumber daya manusia yang merupakan bagian penting dalam peningkatan kualitas pelayanan, yang selanjutnya akan berdampak positif terhadap pengembangan wilayah. Penelitian ini bertujuan mengetahui pengaruh pengembangan sumber daya manusia dan penataan kelembagaan terhadap kinerja, mutu pelayanan dan pengembangan wilayahdi Sumatera Utara. Jenis penelitian ini adalah dilkakukan dengan pendekatan eksplanatori. Variabel yang digunakan adalah pengembangan sumberdaya manusia, penataan kelembagaan,kinerja, mutu pelayanan dan pengembangan wilayah. Populasi dari penelitian ini adalah pegawai negeri dilingkungan Provinsi Sumatera Utara sebanyak 191 orang. Sampel penelitian sebanyak 191 orang dengan metode sensus. Hasil penelitian menunjukkanpengembangan sumber daya manusia berpengaruh positif dan signifikan terhadap kinerja. Pengembangan sumber daya manusia berpengaruh positif dan signifikan terhadapmutu pelayanan dan pengembangan wilayah di Sumatera Utara. Kinerja sumber daya manusia berpengaruhlangsung positif dan signifikan terhadap mutu pelayanan dan pengembangan wilayah. Penataan kelembagaan berpengaruh secara langsung positif dan signifikan terhadap kinerja, mutu pelayanan dan pengembangan wilayah. Mutu pelayanan secara langsung berpengaruh positif dan signifikan terhadap pengembangan wilayah.Novelty penelitian ini adalah model Pengembangan Wilayah melalui Peningkatan Mutu Pelayanan dan Kinerja Pegawai sebagai pelaksanaan pengembangan Sumber Daya Manusia dan Penataan Kelembagaan.
