dc.description.abstract | Interaksi Sosial antara debitur dan collector adalah interaksi atas dasar kerjasamaa (cooperation) bersifat simbiosis mutualisme. Kerjasama tersebut diikatkan dalam kontrak perjanjian kredit oleh pihak bank dengan membayarkan sejumlah bunga uang yang sudah ditetapkan, namun tak jarang pembayaran cicilan kredit macet, maka collector sebagai bagian dari Bank melakukan penagihan. Para collector sering mendapatkan kendala, debitur tidak ada di rumah, dan bahkan sulit dijumpai, sementara jika dijumpai di rumah, alasan debitur tidak mampu membayar, dan berbagai alasan lainnya. Oleh sebab itu, collection diharapkan mampu melakukan berbagai macam pola interaksi sosial, karena tak jarang collector mendapatkan perlawanan dan kekerasan dari pihak debitur.
Pola pendekatan dalam penelitian ini menggunakan metode penelitian kualitatif dengan melakukan wawancara dengan informan kunci dan informan biasa, baik itu debitur lancar, debitur tidak lancar, dan collection dari persepktif interaksi sosial. Penelitian ini dilaksanakan di salah satu bank milik BUMN di Kota Medan, terutama pada devisi Kredit Mikro. Penentuan informan mengacu pada catatan laporan bulanan debitur terhadap kronologi pembayaran cicilan kredit, sehingga tidak begitu menyulitkan bagi peneliti dalam proses pengumpulan data.
Hasil penelitian menunjukkan bahwa pola interaksi debitur dan collection mengalami dinamika, disebabkan oleh faktor ekonomi. Dimanika sosial umumnya debitur sulit dijumpai di lokasi dengan berbagai alasan, apalagi uang kredit tersebut digunakan untuk konsumsi, sehingga debitur kesulitan untuk melunasi cicilan kredit perbulan. Model pendekatan yang sering digunakan oleh debitur menggunakan pendekatan sosial budaya. Jika ia orang dari Etnis Batak, maka diusahakan collection yang melakukan penagihan adalah collection etnis Batak, dengan menggunakan berbagai istilah garis kekerabatan dalam struktur daliha natolu. Model pendekatan lain adalah membangun komunikasi debitur dan collection untuk menemukan kendala sekaligus mencari solusi, biasanya melalui penghitungan kembali. Pada akhirnya, interaksi sosial antara debitur dan collection selalu terjadi dominasi ekonomi, yang mewajibkan debitur melunasi cicilan, karena terperangkap pada agunan yang nilainya lebih tinggi dari nilai pinjaman kredit. Maka yang perlu diperhatikan dalam pola pendekatan ini adalah penggunaan kredit pada sektor produksi, bukan konsumsi, dan ia hanya bisa didekatkan melalui pendekatan humanis. | en_US |
dc.description.abstract | Social interaction between debtors and debt collectors is the cooperation based interaction with mutualism symbiosis. It is bound by a loan agreement to the bank by paying certain amount of money; however, bad credit often occurs that some banks send debt collectors to collect the payment. Debt collectors frequently encounter obstacles, namely, the debtor is not at home and is even difficult to meet. Meanwhile, when they manage to meet the debtor at home, the debtor give reason such as inability to pay, etc. therefore, it is expected that the collectors be capable of performing various kinds of social interactions because they frequently encounter debtors’ resistance and violence.
This research uses qualitative method and conducts interviews with key informant and ordinary informant, either debtors with good credit or with bad credit, and collectors in the perspective of social interaction. This research is conducted in one of banks belonging to BUMN (State Owned Enterprise) in Medan, particularly the Micro Credit Division. The selection of informants refers to the notes in debtors’ monthly reports concerning the chronology of their installment payment that facilitates the data collection of this research.
The results demonstrated that the interaction patterns between the debtor and debt collectors are dynamic, resulted from economic factor. The social dynamics that are generally found are that the debtor is difficult to meet at the research location using various reasons, moreover the installment payment has to be used for consumption, so that the debtors have difficulties to pay their monthly installment. The debtors frequently use social-culture approach model. If the debtor is a Bataknese, the debt collector has to be a Bataknese as well, so that they can apply kinship line in dalihanatolu structure. The other approach is to build communication with the debtor; and in case of encountering problems, the debt collector will be able to find the solution which is usually to make recalculation. Finally, the social interactions between debtors and debt collectors always result in economic domination; that obliges the debtor to settle their installment, because they are bound with the collateral which costs higher than the value of the loan. It is important to notice that the loan is used in production sector, not consumption, and the debtor can only be approached through humanistic approach. | en_US |
