Analisis Faktor yang Mempengaruhi Pengambilan Keputusan Untuk Pelaksanaan Sistem Integrasi Kelapa Sawit dan Sapi di Perkebunan Kabupaten Serdang Bedagai

Abstract

Integration of oil palm and cattle is the union of oil palm plantation and beef cattle cultivation businesses to overcome the problem of waste (zero waste), but this system is not implemented on plantations due to various factors. This study aims to assess the plantation decision making process and to analyze the factors that influence the decision making of oil palm plantations for the implementation of integration system of oil palm and cattle in Serdang Bedagai Regency plantation. The research conducted at state plantation companies, private plantation companies, and smallholder plantations in the Serdang Bedagai Regency area, North Sumatera start at Januari 2019 until Maret 2019. The research used descriptive method, and the data were analyzed by using binary logistic regression analysis. The result of this research showed that oil palm plantations in Serdang Bedagai District carrying out integration were 41 plantations (11 plantation companies and 30 smallholder plantations), while those who did not carry out integration were 25 plantations (13 plantation companies and 12 smallholder plantations). Wald test results show, technical factors and risk factors had a significantly affected (P<0,05) the decisions of the plantation, while the age factor, experience, authority, economic, and institutional factors are not significantly affected (P >0.05) the decisions of the plantation. It is concluded that age factor, experience, authority, technical, economic and institutional factors had a positive influence on the decisions of the plantation. Meanwhile the risk factors had a negative influence on the decisions of the plantation.

Integrasi sawit dan sapi adalah penyatuan usaha perkebunan kelapa sawit dan budidaya sapi potong untuk mengatasi permasalahan limbah (zero waste), namun sistem ini tidak terlaksana di perkebunan karena berbagai faktor. Penelitian ini bertujuan untuk mengkaji proses pengambilan keputusan pihak perkebunan dan menganalisis faktor – faktor yang mempengaruhi pengambilan keputusan pihak perkebunan kelapa sawit untuk pelaksanaan sistem integrasi kelapa sawit dan sapi di perkebunan Kabupaten Serdang Bedagai. Penelitian dilaksanakan di perusahaan perkebunan negara, perusahaan perkebunan swasta, dan perkebunan rakyat di wilayah Kabupaten Serdang Bedagai, Sumatera Utara pada bulan Januari 2019 – Maret 2019. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dan analisis dengan menggunakan metode Binary Logistic Regression. Hasil penelitian menunjukkan perkebunan kelapa sawit di Kabupaten Serdang Bedagai yang melaksanakan integrasi adalah 41 perkebunan (11 perusahaan perkebunan dan 30 perkebunan rakyat), sedangkan yang tidak melaksanakan integrasi adalah 25 perkebunan (13 perusahaan perkebunan dan 12 perkebunan rakyat). Hasil uji wald menunjukkan faktor teknis dan faktor resiko berpengaruh nyata (P<0,05) terhadap keputusan pihak perkebunan, sedangkan faktor umur, pengalaman, wewenang, ekonomi dan kelembagaan tidak berpengaruh nyata (P>0,05) terhadap keputusan pihak perkebunan. Disimpulkan bahwa Faktor umur, pengalaman, wewenang, teknis, ekonomi dan kelembagaan memberikan pengaruh positif terhadap keputusan pihak perkebunan. Sementara itu faktor resiko memberikan pengaruh negatif terhadap keputusan pihak perkebunan.
