Pengaruh Kebijakan Peraturan Menteri Kelautan dan Perikanan No. 2 Tahun 2015 Terhadap Kondisi Ekonomi Melalui Strategi Adaptasi Nelayan di Kecamatan Medang Deras Kabupaten Batubara

Abstract

Regulation of the Minister of Marine Affairs and Fisheries RI No. 2 year 2015 based on declining fish resources (SDI) which threaten the sustainability. The implementation of the regulation resulted in many communities difficult to make a living and lead to unemployment. Chewing Candy No. 2 of 2015, fishermen had to look for a stratgei adaptation by having to modify the capture device using a smaller mesh tool, influential on the catch that is not so much, the occurrence of the capture results due to modification of the capture equipment, and use the ship's fruit again. The purpose of this research is to analyse the influence of regulation policy on Minister of Marine Affairs and Fisheries No. 2 year 2015 to the economic condition of fishermen community through adaptation strategy in Medang Deras district of Batu Bara Regency. The type of research used in this study is causal associative research with a quantitative approach. The population in this study is the whole fishing community in the five coastal areas Kecamtan Medang Dera sample magnitude used Taroyamane formula with 5% precision, sample obtained as much as 364. The data collection techniques that the authors use in this study are the observations (observations), interviews, and Uesioner, descriptive statistical data analysis techniques, double linear regression trials and hypothesis testing carried out test-F, test T and determination tests. Research results there is a positive and significant influence between the KP candy policy. No. 2 year 2015 against the strategy adaptation of fishermen and to the economic condition of the fishermen community in Medang Deras District. There Is An indirect effect of the Ministry of Maritime and Fisheries Regulation No. 2 year 2015 affects the economic condition of the fishermen community through the strategy adaptation of the fishermen community in Medang Deras District of Batu Bara. This means that the economic condition of the fishermen community in Medang Deras District can be seen from the direct and indirect influence of the KP No. 2 year candy policy of 2015 to the economic condition of the fishermen community through the stratgei adaptation.

Peraturan Menteri Kelautan dan Perikanan RI No. 2 Tahun 2015 yang didasari oleh penurunan sumber daya ikan (SDI) yang mengancam kelestarian. Implementasi Peraturan tersebut mengakibatkan banyak masyarakat sulit untuk mencari nafkah dan menyebabkan pengangguran. Kebijkan Permen No. 2 Tahun 2015 tersebut, nelayan harus mencari stratgei adaptasi dengan harus memodifikasi alat tangkap menggunakan alat jaring yang lebih kecil, berpengaruh pada hasil tangkapan yang tidak begitu banyak, terjadinya penurunan hasil tangkap karena modifikasi alat tangkap tersebut, dan menggunakan anak buah kapal lagi. Tujuan penelitian ini untuk menganalisis Menganalisis pengaruh Kebijakan Peraturan Menteri Kelautan dan Perikanan No. 2 Tahun 2015 terhadap Kondisi Ekonomi Masyarakat Nelayan melalui Strategi adaptasi di Kecamatan Medang Deras Kabupaten Batu Bara. Jenis penelitian yang digunakan pada penelitian ini adalah penelitian asosiatif kausal dengan pendekatan kuantitatif. Populasi dalam penelitian ini adalah seluruh masyarakat nelayan di lima wilayah pesisir Kecamtan Medang Dera besarnya sampel digunakan rumus Taroyamane dengan presisi 5%, sampel didapat sebanyak 364. Teknik pengumpulan data yang penulis pergunakan dalam penelitian ini yaknipengamatan (observasi), wawancara, dan uesioner, Teknik analisis data statistik deskriptif, uji regresi linear berganda dan pengujian hipotesis dilakukan Uji-f, uji t dan uji determinasi. Hasil penelitian Terdapat pengaruh yang positif dan signifikan antara Kebijakan Permen KP. No 2 Tahun 2015 terhadap Strategi Adaptasi Nelayan dan terhadap Kondisi Ekonomi Masyarakat Nelayan di Kecamatan Medang Deras. TErdapat pengaruh tidak langsung Kebijakan Peraturan Menteri Kelautan dan Perikanan No. 2 Tahun 2015 berpengaruh terhadap Kondisi Ekonomi Masyarakat Nelayan melalui strategi Adaptasi Masyarakat Nelayan di Kecamatan Medang Deras Kabupaten Batu Bara. Artinya bahwa kondisi ekonomi masyarakat nelayan di Kecamatan Medang Deras dapat dilihat dari adanya pengaruh langsung dan tidak langsung Kebijakan Permen KP No 2 Tahun 2015 terhadap kondisi ekonomi masyarakat nelayan melalui stratgei adaptasi.
