Krueng Keureuto river in North Aceh district often frequent flooding especially when rainfall is high, which is bad for people, especially in some sub districts such as Matangkuli, Lhoksukon, Baktiya, Tanah Pasir and Baktiya Barat. The flood occurred during 7-15 days at level of 60-100 cm. property loss average of Rp. 60 billion - Rp. 70 billion every year. Land use changes due to uncontrolled deforestation and land use that are not on the suspected cause of the flood designation. Lack of community participation in the prevention of floods seen from the bins on the channel or the river it causes constriction and flow into a flood. Besides the Qanun of Rencana tata Ruang Wilayah (RTRW) so that there is no land use change contributing cause unplanned flooding, drainage system has not been well ordered. This study wanted to explore and respond the sffect of land use on flooding, how much influence community participation to flooding and how the effect correlation of land use and community participation on flooding in North Aceh. The research states that land use variables have a direct effect on the flood variable of -0,323 and did not have an indirect effect so that the total effect of -0,323. Community participation variables have a direct effect of 1,640 and does not have an indirect effect on flood control variable that has the total effect of 1,640. Community participation variables have a direct effect of -0,416 and have an indirect effect of 2,322 on the flood variable that has a total effect of 1,906. Land use variables have no direct effect on the flood control variable and also does not have an indirect effect that has no total effect or of 0,000. Land use variables have a direct effect on the flood variable of 0307 and did not have an indirect effect so that the total effect of -0,323. Flood control variables have a direct effect on the flood variable of 1,416 and did not have an indirect effect and thus have a total effect of 1,416. The results of research that land use variables significant effect on flood variables and community participation variable of these was also significant flood variable.
