Pengaruh Pembangunan Jalan Aek Nabara Bypass terhadap Kelancaran dan Keselamatan Lalu Lintas

Abstract

Traffic congestion in the central Aek Nabara has been so bad that it is causing significant negative effect. The Aek Nabara 3.4 km bypass has been proposed to counter this problem. This Sumatra Regional Road Project will be funded by the International Bank for Reconstruction and Development. With the existence of bypass road development planning, the writer selected the title of this thesis THE INFLUENCES OF AEK NABARA BYPASS ROAD DEVELOPMENT TOWARD THE TRAFFIC FLOW AND SAFETY. The research was conducted in Sidorukun Village, Pangkatan Subdistrict, Labuhan Batu Regency. The purpose of this research are: 1) to know the influences of Aek Nabara Bypass development toward the traffic flow and safety; 2) to identify the factors affecting the level of the traffic flow and safety on Aek Nabara Bypass; 3) to find out the efforts that conducted by Labuhan Batu Regency and others relevant parties to mitigate the possible negative consequences of the development of Aek Nabara Bypass. The research was conducted using a descriptive analytic methodology with linier regression technique. Primary data was collected by stratified random sampling which consisted of 21 questionnaires. Seven of these questionnaires were distributed to residents of permanent, semi-permanent, and non-permanent houses respectively along the road. Furthermore, secondary data was collected from relevant institutions, such as Statistic Office of North Sumatra, The Department of Road and Bridge, The Road and Bridge Planning and Supervision Project, and The North Sumatra Road and Bridge Development Project. The research indicated that the residents showed a positive attitude toward the development of Aek Nabara Bypass due to its potential for increasing the traffic flow and accessibility. The traffic flow and safety were determined by variable road trace condition, land use intensity and resident's activities and traffic volume condition. While the efforts to alleviate the decreasing of traffic flow and safety will be provided the facilities such as traffic light, traffic sign, zebra cross, pedestrian, and bus shelter.

Tingkat kemacetan lalu lintas pada pusat kota Aek Nabara saat ini sangat parah sehingga menimbulkan dampak negatif yang besar. Untuk mengatasi kemacetan tersebut dibangun jalan Aek Nabara Bypass sepanjang 3.4 km dari dana pinjaman Bank Dunia - IBRD (International Bank for Reconstruction and Development) dengan program SRRP (Sumatera Region Road Project). Dengan adanya rencana pembangunan jalan bypass tersebut, secara purposive penulis memilihjudul tesis PENGARUH PEMBANGUNAN JALAN AEK NABARA BYPASS TERHADAP KELANCARAN DAN KESELAMATAN LALU LINTAS, dengan lokasi penelitian di Desa Sidorukun, Kecamatan Pangkatan, Kabupaten Labuhan Batu. Tujuan penelitian ini adalah; 1) untuk mengetahui pengaruh pembangunan jalan Aek Nabara Bypass terhadap keselamatan dan kelancaran Ialu Iintas, 2) untuk mengetahui faktor-faktor yang mempengaruhi tingkat keselamatan dan kelancaran lain lintas pada jalan Aek Nabara Bypass, 3) untuk mengetahui upaya antisipasi yang dilakukan pemerintah Kabupaten Labuhan Batu dan pihak terkait untuk mitigasi pengaruh negatifpembangunanjalan Aek Nabara Bypass. Penelitian ini menggunakan metode deskriptif ana1itis dengan teknik regresi linier berganda. Data primer dikumpulkan dari penyebaran kuesioner kepada 21 responden disepanjang mas jalan yang diteliti. Sedangkan data sekunder diperoleh dari instansi terkait, seperti BPS Propinsi Sumatera Utara, Dinas Jalan dan Jembatan, Proyek Perencanaan dan Pengawasan Jalan dan Jembatan (p3JJ Sumut) dan Proyek Pembangunan Jalan dan Jembatan Propinsi Sumatera Utara. Hasil penelitian menunjukkan bahwa persepsi masyarakat positif terhadap rencana pembangunan jalan Aek Nabara Bypass karena berpotensi meningkatkan tingkat kelancaran dan keselamatan lalu lintas dan memudahkan aksesibilitas penduduk. Tingkat kelancaran dan keselamatan lalu lintas jalan Aek Nabara Bypass dipengaruhi oleh variabel kondisi trase jalan, intensitas penggunaan lahan dan aktivitas penduduk dan kondisi volume lalu lintas. Sedangkan upaya penanganan potensi resiko penurunan tingkat kelancaran dan keselamatan lalu lintas pada mas jalan tersebut dilakukan dengan membuat rambu lalu lintas, traffics light, tempat penyeberangan, trotoar, dan menyediakan halte bus.
