Analisis Efisiensi Usahatani Padi Sawah di Desa Sumber Tani Kecamatan Talawi Kabupaten Batu Bara : Suatu Pendekatan Stochastic Frontier

Abstract

Rice which is processed from paddy is a staple food for the majority of Indonesians. Indonesia need to increase paddy’s production to meet the increase in rice consumption, which can be through the efficiency improvement. The purpose of this research are to analize the influence of input production to paddy’s production, the influence of input production prize to the cost production. The level of technical, cost, and economic efficiency and the influencing factors of the technical efficiency. Data were collected from 65 farmer samples through the convenience sampling method and analyzed with Multiple Linear Regression and Stochastic Frontier Approach. The results show that seeds, labours, tractor, fertilizers, and pesticides significantly influence the level of production. Except tractor, all of these inputs of production have positive signs. In addition the prize of fertilizers, the prize of pesticides, and wage positively influence the total cost of production, but not the prize of seeds and the rent of tractor. The results also show that the paddy’s farm are not efficient in technical, cost and economic. Such a technical efficiency are influenced by the number of plots and the existance of pest attack significantly, but not by level of education, farmer’s experience and capital avaibility.

Beras yang berasal dari tanaman padi merupakan makanan pokok masyarakat Indonesia. Untuk memenuhi kebutuhan beras, Indonesia perlu melakukan peningkatan produksi. Salah satunya adalah dengan peningkatan produktivitas melalui peningkatan efisiensi. Tujuan dari penelitian ini adalah untuk menganalisis bagaimana pengaruh faktor-faktor produksi terhadap produksi, pengaruh harga faktor-faktor produksi terhadap biaya produksi, tingkat efisiensi teknis, biaya dan ekonomis, serta faktor-faktor yang mempengaruhi efisiensi teknis pada usahatani padi sawah di Desa Sumber Tani Kecamatan Talawi Kabupaten Batu Bara. Metode panarikan sampling yang digunakan adalah convenience/accidental sampling. Jumlah sampel yang dikumpulkan sebanyak 65 orang petani. Metode analisis data yang digunakan adalah Regresi Linear Berganda dan Stochastic Frontier dengan alat bantu perangkat lunak SPSS 15, Eviews 6, dan Frontier 4.1. Hasil analisis menunjukkan bahwa bibit, tenaga kerja, traktor, pupuk, dan pestisida secara signifikan berpengaruh terhadap produksi. Semua input bertanda positif kecuali traktor. Upah tenaga kerja, harga pupuk, harga pestisida, dan produksi secara signifikan berpengaruh positif terhadap biaya produksi padi tetapi harga bibit dan sewa traktor tidak berpengaruh. Usahatani didaerah penelitian secara teknis, biaya dan ekonomis belum efisien. Faktor-faktor yang mempengaruhi efisiensi teknis usahatani adalah jumlah petakan lahan yang diusahakan dan serangan hama. Sedangkan tingkat pendidikan, pengalaman bertani, dan ketersediaan modal tidak berpengaruh.
