dc.description.abstractOne of the problems in bridge construction project is the delay in the project implementation. All parties involved in the project, such as the owner and the contractor, actually do not want this to occur. The delay in the implementation of the project can be identified as the difference between the time of the implementation and the schedule which has been planned in the contract. Therefore, the delay of the bridge construction project means that the project cannot be finished on time as it is embodied in the contract. The aim of the research was too analyze some factors which caused the delay in the implementation of construction project in North Sumatera and Aceh. The data were gathered by distributing surveying questionnaires. The management aspects in the questionnaires comprised of six study aspects and 61 kinds which caused the delay in the implementation of the bridge construction project in North Sumatera and Aceh. These 61 kinds of the delay were based on previous studies and certified by the experts from the owner as expert staffs in road and bridge planning, General Superintendents (GS), who work for the contractor of Non-BUMN and the commercial staffs who work for the contractor of BUMN. There were 71 questionnaires from the owner’s respondents of the National Road Planning Center 1 of The Departments of Public Works, Jalan Sakti Lubis, the contractor respondents of Non-BUMN, BUMN in North Sumatera, and contractor respondents on Non-BUMN in Aceh. The data are analyzed quantitatively with the assumption according to the research of The Ordinance Department of US Army and Ballistic Research Laboratory (BRL) in the ACE Formula which promulgates correlation, Non Parametric, Ordinal Variable, Spearman Corelation, Concordance of Kendall Correlation and Mean Rank. The statistical analysis, using Mean Rank Method, Kendall Correlation and Spearman Correlation indicated that the same last result in determining the main factors which caused the delay in the implementation of bridge construction project in North Sumatera and Aceh were as follows: the first rank is the influence of the system of work inspection, control and evaluation (X5). The second rank is the system of organization. Coordination and communication (X3). The third rank is the influence of the aspects of preparation/making ready resources (X4). The fourth rank is the influence of the other aspects/the aspects beyond the capacity of the owner and the contractor (X6).en_US
