    Akuntabilitas Pelayanan Publik dalam Pengurusan Surat Izin Mendirikan Bangunan (S-IMB) Rumah Tinggal di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan

    Abstract
    The implementation of public service accountability is guided by the Decree of the Minister of State Number 63 of 2003 concerning General Guidelines for the Implementation of Public Services through transparency and accountability in the implementation of public services which contains the importance of an implementation of public services that must be implemented. Licensing services in Medan City can be carried out at the Medan City DPMPTSP, one of the licensing services is taking care of a Residential Building Permit (S-IMB). The permit is still not in accordance with the Service Standard, which is for a period of 30 working days. This study aims to find out and describe how the accountability of public services in the management of a residential building permit (S-IMB) at the Medan City Investment and One-Stop Integrated Service Office is. The research method used is descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observations, and documentation related to the Residential Building Permit (S-IMB). The data obtained were analyzed qualitatively by examining what had been collected using Sheila Elwood's Process Accountability theory which has the following indicators: Procedure, Cost, Timeframe and Responsiveness. The results of the research on Public Service Accountability in Managing Residential Building Permits (S-IMB) at the Medan City Investment and One Stop Integrated Service Office have been running quite well but not yet optimal. There were several problems, such as permits not being completed on time, due to a lack of files from applications that were not submitted simultaneously to officers. So that the incoming file must be returned to the applicant to complete the file and it takes a long time to complete the lack of the file.
     
    Pelaksanaan akuntabilitas pelayanan publik berpedoman pada Keputusan Menteri Pemberdayaan Aparatur Negara Nomor 63 Tahun 2003 tentang Pedoman Umum Penyelenggaraan Pelayanan Publik melalui petunjuk teknis transparansi dan akuntabilitas dalam penyelenggaraan pelayanan publik yang memuat tentang pentingnya suatu penyelenggaraan pelayanan publik yang harus dipertanggungjawabkan. Pelayanan perizinan di Kota Medan dapat dilakukan di DPMPTSP Kota Medan, salah satu pelayanan perizinannya yaitu mengurus Surat Izin Mendirikan Bangunan (S-IMB) Rumah Tinggal. Perizinan tersebut masih belum sesuai penyelesaiannya dengan Standart Pelayanan yaitu selama jangka waktu 30 hari kerja. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana akuntabilitas pelayanan publik dalam pengurusan surat izin medirikan bangunan (S-IMB) rumah tinggal di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi terkait dengan Surat Izin Mendirikan Bangunan (S-IMB) Rumah Tinggal. Data yang didapatkan dianalisis secara kualitatif dengan menelaah yang telah dikumpulkan dengan teori Akuntabilitas Proses Sheila Elwood yang memiliki indikator sebagai berikut: Prosedur, Biaya, Jangka Waktu dan Responsif. Hasil penelitian Akuntabilitas Pelayanan Publik Dalam Pengurusan Surat Izin Mendirikan Bangunan (S-IMB) Rumah Tinggal di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan sudah berjalan cukup baik namun belum optimal. Adanya beberapa masalah seperti penerbitan izin yang tidak selesai tepat waktu, dikarenakan adanya kekurangan berkas dari pemohon izin yang tidak disampaikan secara bersamaan kepada petugas. Sehingga berkas yang sudah masuk harus dikembalikan kepada pemohon izin untuk melengkapi izinnya dan hal itu menghabiskan waktu yang cukup lama dikarenakan pemohon lambat untuk melengkapi kekurangan berkasnya.
