Partisipasi Masyarakat dalam Program Pemberdayaan Kelurahan (Studi Kasus di Kecamatan Medan Denai Kota Medan)

Abstract

Kelurahan (Urban Village) empowerment becomes an important medium in getting community aspiration. To speed the acceleration process of sustainable and planned development in Medan Denai Subdistrict, to what extent the influence of community participation on kelurahan empowerment in Medai Denai Subdistrict needs to be studied that, hopefully, it can be beneficial in increasing the development of the City of Medan. The data used in this descriptive analytical study were the primary data obtained from the community members and the secondary data obtained from the Office of Medan Denai Subdistrict and several related agencies. The data obtained were analyzed through multiple regression tests. The result of this study showed that community participation in kelurahan empowerment belonged to a good category because the percentage of community participation belonged to a high category (55.56%), The factors of education and understanding positively and significantly influenced the community participation at the level of significant 5%, while the factors of occupation and regulation positively but insignificantly influenced the community participation at the level of significant 5%. Through the result of this study, it is recommended that the pattern of empowerment program needs to be improved by means of various policies which actively involve the community members such as the implementation of direct and continuous socialization especially in the kelurahan with less participation.

Pemberdayaan kelurahan menjadi media yang penting dalam menjaring aspirasi masyarakat. Untuk mempercepat proses percepatan pembangunan yang terencana dan berkelanjutan di Kecamatan Medan Denai, diperlukan partisipasi masyarakat dalam usaha tercapainya program pemberdayaan kelurahan maka perlu diteliti sejauhmana pengaruh partisipasi masyarakat terhadap pemberdayaan manfaat dalam meningkatkan pembangunan Kota Medan. Metode peningkatan yang digunakan adalah metode analisis deskripstif dan analisis uji regresi berganda. Data yang digunakan adalah data primer diperoleh dari anggota masyarakat dan data sekuder diperoleh dari Kantor Kecamatan Medan Denai dan beberapa instansi terkait. Hasil penelitian menunjukkan bahwa partipasi masyarakat dalam pemberdayaan kelurahan tergolong sudah naik karena tingkat partispasi masyarakat dalam kategori tinggi yaitu 55,56%. Faktor pendidikan dan pemahaman mempengaruhi partipasi masyarakat secara positif dan nyata pada taraf 5% sedangkan faktor pekerjaan dan peraturan mempengaruhi partispasi masyarakat secara positif tetapi tidak nyata pada taraf 5%. Penelitian ini merekomendasikan pola program pemberdayaan perlu ditingkatkan melalui sosialisasi secara langsung dan berkesinambungan terutama di kelurahan yang kurang tingkat partispasinya.
