Abstract

SIRRI HIDAYANI SIREGAR, The Implementation Study of Corporate Social Responsibility (CSR) PT. Perkebunan Nusantara III Distrik Labuhanbatu II in empowering the community of Torgamba Subdistrict, Labuhanbatu Selatan District, Under the supervision of Prof. Dr. Badaruddin, M.Si (Chair) and Dr. Agus Purwoko, S.Hut, M.Si (Member). The existence of a company in an area, directly or indirectly, will overlap with the surrounding community and environment. Therefore, the company need to remember and pay attention to the socio-cultural aspect in which one of them is to build a good reciprocal relation wiyh the other srakeholders such as the government, private and those from several levels of community elements through the orgnization of Corporate Social Responsibility program. Law No. 40/2007 on Limited Liability Company states that a company which is active in and/or related to the field of natural resources is obliged to perform its social and environmental responsibility and the cost needed for the program is budgeted and calculated as the company’s expense, and its implementation is carried out in accordance with appropriateness and reasonableness. In addition, the limitation of government’s fund for the development of variopus sectors is one of the reasons why the role and cooperation between the government and the company is very much needed. Labuhanbatu Selatan District as a district which was newly separated from its mother district needs a lot of development in various sectors. One of the poptentials owned by this district is that it has a lot of plantation companies owned either by national private companies, foreign companies or the government., and one of them is PT. Perkebunan Nusantara III Labuhanbatu II District with the largest plantation area in Labuhanbatu Selatan District. Based on this ground, this explanatory study explained the intervariable relationship by using SPSS program. The result of this study showed that the implementation of Corporate Social responsibility of PT. Perkebunan Nusantara III Labuhanbatu II District in the forms of Partnership Program and Environmental development Program has been planned and realized in line with the need of community. Partnership Program is a working capital loan provided through a revolving fund system to the trained partners. Environmental Development Program is the assistance in the form of providing the materials to build religious and educational facilities and infrastructure. The implementation of Corporate Social responsibility in the forms of CSR Goal, CSR Isssue, and Corporate Relation Program has brouight a positive and significant impact to communityempowerment. As a whole, the implementation of Corporate Social Responsibility Program implemented by PT. Perkebunan Nusantara III Labuhanbatu II District has been useful for the community members in Torgamba Subdistrict, Labuhanbatu Selatan District.

Keberadaan perusahaan di suatu wilayah secara langsung dan tidak langsung akan bersinggungan dengan masyarakat dan lingkungan sekitar. Selain itu, keterbasan dana pemerintah untuk pembangunan di berbagai sektor merupakan salah satu alasan sehingga peran serta dan kerjasama antara pemerintah dan perusahaan sangat diperlukan. Kabupaten Labuhanbatu Selatan sebagai kabupaten pemekaran memerlukan banyak pembangunan dan pengembangan di berbagai sektor. Salah satu potensi kabupaten ini yaitu memiliki banyak perusahaan perkebunan baik swasta nasional, asing, dan negara salah satunya PT. Perkebunan Nusantara III Distrik Labuhanbatu II yang memiliki areal kebun terluas di Kabupaten Labuhanbatu Selatan. Sesuai karakteristik dalam rumusan masalah yang ada, maka penelitin ini merupakan penelitian eksplanatori, yakni jenis penelitian yang mencoba menjelaskan hubungan antar variabel dengan menggunakan program SPSS (Statistic Product and Service Solution). Oleh karena itu, perusahaan perlu mengingat dan memperhatikan aspek sosial budaya. Salah satunya adalah dengan membina hubungan baik yang bersifat reciprocal (timbal balik) dengan stakeholder-stakeholder lain, baik pemerintah, swasta, maupun dari berbagai tingkatan elemen masyarakat melalui penyelenggaraan Program Corporate Social Responsibility (CSR) atau tanggung jawab sosial perusahaan. Berdasarkan Undang-Undang Nomor 40 Tahun 2007 tentang Perseroan Terbatas Pasal 74 dijelaskan bahwa perseroan yang menjalankan kegiatan usahanya di bidang dan/atau berkaitan dengan sumber daya alam wajib melaksanakan tanggung jawab sosial dan lingkungan, dimana biaya yang diperlukan untuk itu dianggarkan dan diperhitungkan sebagai biaya perseroan serta pelaksanaannya dilakukan dengan memperhatikan kepatutan dan kewajaran. Hasil penelitian menunjukkan bahwa Implementasi Corporate Social Responsibility PT. Perkebunan Nusantara III Distrik Labuhanbatu II berupa Program Kemitraan dan Program Bina Lingkungan. Program-program tesebut telah direncanakan dan direalisasikan sesuai dengan kebutuhan masyarakat. Program Kemitraan berupa bantuan pinjaman modal usaha bergulir kepada mitra binaan. Program Bina Lingkungan dalam bentuk bantuan bahan material untuk pembangunan sarana ibadah, pendidikan dan infrastruktur. Impelementasi Corporate Social Responsibility berupa CSR Goal, CSR Issue, dan Corporate Relation Program memberikan pengaruh positif dan signifikan terhadap pemberdayaan masyarakat. Secara umum, implementasi Program Corporate Social Responsibility (CSR) PT. Perkebunan Nusantara III Distrik Labuhanbatu II dirasakan manfaatnya bagi masyarakat Kecamatan Torgamba Kabupaten Labuhanbatu Selatan.
