Implementasi Program Pemutihan Pajak Kendaraan Bermotor di Unit Pelaksana Teknis Pengelolaan Pendapatan Daerah (UPT PPD) Medan Selatan Tahun 2018

Abstract

National development is the government's effort in realizing the welfare of the people and the country, which starts from improving the standard of living of the people to improving the system of organizing state activities. National development is expected to be distributed evenly throughout the country, both in central and regional development where the power is controlled by the regional government. Phenomenon In Medan City, motor vehicle tax is a type of regional tax collected by the North Sumatra Provincial Revenue Service through the Samsat Joint Office as one of the potential sources of tax revenue, which the Samsat Joint Office has an advantage in the number of vehicle taxpayers continues to increase every year. From this phenomenon, there should be an increase in motor vehicle ownership with the BK (tax object) number in the Medan City area which will have a positive impact on any increase in the motor vehicle tax revenue at the Samsat Joint Office. But in reality, overall the motor vehicle tax revenue at the Samsat Joint Office has not been fully realized easily, from the description above, the researchers are interested in formulating the problem of How to Implement the 2018 motor vehicle tax bleaching program in the Regional Revenue Management Technical Implementation Unit (UPT PPD) Medan Selatan and How are the obstacles to the 2018 motor vehicle tax levies in the South Medan Regional Revenue Management Technical Unit (UPT PPD). This type of research used in this study is a qualitative researcher. Based on the results of the study, the researcher can draw the conclusion that it has not gone well with several indicators found that obstacles are still found.

Pembangunan nasional merupakan upaya pemerintah dalam mewujudkan kesejahteraan rakyat dan negara yang dimulai dari meningkatkan taraf hidup masyarakat hingga perbaikan sistem penyelenggaraan kegiatan negara. Pembangunan nasional diharapkan dapat merata di seluruh tanah air, baik pembangunan dipusat mau pun pembangunan di daerah yang kekuasaannya dikendalikan oleh pemerintah daerah. Fenomena Pada wilayah Kota Medan, pajak kendaraan bermotor merupakan salah satu jenis pajak daerah yang dipungut oleh Dinas Pendapatan Daerah Provinsi Sumatera Utara melalui Kantor Bersama Samsat sebagai salah satu sumber penerimaan pajak yang potensial, yang mana Kantor Bersama Samsat memiliki keunggulan dalam jumlah wajib pajak kendaraan yang terus mengalami peningkatan setiap tahunnya. Dari fenomena tersebut, seharusnya setiap terjadi peningkatan kepemilikan kendaraan bermotor berplat nomor BK (objek pajak) wilayah Kota Medan akan berdampak positif pada setiap kenaikan jumlah pendapatan pajak kendaraan bermotor di Kantor Kantor Bersama Samsat. Namun pada kenyataannya, secara keseluruhan pendapatan pajak kendaraan bermotor pada Kantor Bersama Samsat belum sepenuhnya dapat terealisasi dengan mudah, dari uraian diatas maka peneliti tertarik merumuskan masalah Bagaimana Implementasi program pemutihan pajak kendaraan bermotor tahun 2018 di Unit Pelaksana Teknis Pengelolaan Pendapatan Daerah (UPT PPD) Medan Selatan serta Bagaimana kendala terhadap pungutan pajak kendaraan bermotor tahun 2018 di Unit Pelaksana Teknis Pengelolaan Pendapatan Daerah (UPT PPD) Medan Selatan. Jenis Penelitian yang digunakan pada penelitian ini adalah Peneliti Kualitatif. Berdasarkan hasil penelitian, maka peneliti dapat menarik kesimpulan bahwa belum berjalan dengan baik dengan beberapa indikator ditemukan masih ditemukan kendala.
