Pengaruh Desentralisasi dan Pendapatan Perkapita terhadap Pertumbuhan Ekonomi Pemerintah Kota Provinsi Sumatera Utara

Abstract

The purpose of this study was to analyze the simultaneous and partial influence of fiscal decentralization and income per capita on the Economic Growth of City Governments of the Province of Sumatera Utara. The data for this study were the secondary data related to Local Originally-Generated Revenues, Sharing Tax and Non-Tax Revenues, Realization of Government’s Expenditure, Income Per Capita, and the Economic Growth of City Governments of the Province of Sumatera Utara from 2004-2010 of 7 out of 8 City Governments of the Province of Sumatera Utara such as the City Governments of Binjai, Medan, Padangsidimpuan, Pematangsiantar, Sibolga, Tanjungbalai and Tebing Tinggi. The data obtained were analyzed through multiple linear regression tests with fiscal decentralization and income per capita as the independent variables and the economic growth of City Governments of the Province of Sumatera Utara as the dependent variable. The result of this study showed that simultaneously fiscal decentralization and income per capita had a significant influence on the economic growth of City Governments of the Province of Sumatera Utara. Partially, fiscal decentralization had a significant influence on the economic growth of City Governments of the Province of Sumatera Utara. Income per capita had a positive but not significant influence on the economic growth of City Governments of the Province of Sumatera Utara. Tujuan penelitian ini adalah untuk menganalisis pengaruh desentralisasi fiskal dan pendapatan perkapita secara simultan dan parsial terhadap pertumbuhan ekonomi Pemerintah Kota Provinsi Sumatera Utara. Metode analisis yang digunakan dalam penelitian ini adalah analisis regresi linier berganda dengan variable independent desentralisasi fiskal dan pendapatan perkapita, serta variable dependent pertumbuhan ekonomi Pemerintah Kota Provinsi Sumatera Utara. Data sekunder yang digunakan dalam penelitian ini adalah PAD, Bagi Hasil Pajak dan Bukan Pajak, Realisasi Pengeluaran Pemerintah, Pendapatan Perkapita, dan Pertumbuhan Ekonomi Pemerintah Kota tahun 2004-2010. Dari 8 Pemerintah Kota di Provinsi Sumatera Utara, sebanyak 7 Pemerintah Kota di Provinsi Sumatera Utara yang memenuhi kriteria untuk ditetapkan sebagai subjek penelitian, yaitu Pemerintah Kota Binjai, Kota Medan, Kota Padangsidempuan, Kota Pematangsiantar, Kota Sibolga, Kota Tanjungbalai dan Kota Tebing Tinggi. Hasil penelitian ini menyimpulkan bahwa secara simultan desentralisasi fiskal dan pendapatan perkapita berpengaruh signifikan terhadap pertumbuhan ekonomi Pemerintah Kota Provinsi Sumatera Utara. Secara parsial desentralisasi fiskal berpengaruh signifikan terhadap pertumbuhan ekonomi Pemerintah Kota Provinsi Sumatera Utara. Pendapatan perkapita berpengaruh positif tetapi tidak signifikan terhadap pertumbuhan ekonomi Pemerintah Kota di Provinsi Sumatera Utara.
