In improving human resources in North Tapanuli, people at Garoga sub
regency, at Saribu Gonting Garoga Village and Parinsoran Village each has given
grants of land area of 2 ha site free of charge to the Government of North Tapanuli,
which has been established one unit New High School in 2007 at Saribu Gonting
Garoga village and one unit Junior High School in Parinsoran Village in 2008 which
funds come from the state budget to work with self-management system involving the
local community.
Construction of school buildings carried out by local people with relatively
fewer wages than the wages of an ordinary construction worker. Cooperation and
community participation in providing location Garoga sub regency land and worked
together in the construction of school buildings suggests a role of social capital. The
purpose of this study is to analyze the role of social capital to education and regional
development. The research method using descriptive analysis and simple regression
test.
The results showed that the role of social capital found in the education sector
are: 1) mutual trust (honesty and generosity). 2) social networks (participation,
solidarity and cooperation) and 3) social institutions. In addition, cultural values and
local wisdom Batak society is an effective means to cultivate self-supporting
community in school development and quality education, so that dependence on the
government's role in development will be minor and will be able to create a
community self-reliance. The role of social capital is significantly positive influence
significantly to the development of the region,
