Abstract

The research is Floods Adaptation and Mitigation Strategy in Kampung Aur Uban Village A Part of Maimun Subdistrict in The City of Medan .Areas along the river bank in indonesia is an area which is very vulnerable to the climate change .Has included the impact of change in the weather and local climate that causes pattern and a discharge of water the river can count and is able to suddenly risen to flooded .In the city of Medan the problem of flooding has become routine problems for the society in kelurahan aur because they live trepat in the river deli .Flood has lasted for decades and aur urban village society government and the city of Medan has come to strtegi has prepared adaptation and mitigation to reduce the impact of the flood . In the city of medan flood problems has become a problem that routine for the Society of Kamungf Aur because they live in the lip of Deli river.Flood has lasted for decades and Aur urban village Society and government the city of Medan has accustomed and has prepared adaptation and mitigation strategy to reduce the impact from flood.This research aims to understand strategies in the adaptation of the community faces floods in the community in the Deli river flow areas ( RFA ) the city of Medan in Kampung Aur Medan Maimun sub-district and to know things connected with the mitigation of flood disaster in the community in the Deli river flow areas ( RFA ) the city of Medan Kampung Aur medan Maimun sub-district. The method used in this research is a qualitative approach .Who insists on the process of qualitative approach intended to researchers and the process of research not being stuck in the framework of thought and rigid teoritik streotipik nature , with seven people informants .The strategy of research results obtained by aur flood in the face of the community urban village to exalt the building is located in the river; make a retaining wall in the river flood: listen to the announcement of the incident and radio; turn off the flow of electricity; move valuables and medicines all the way high; not flood across the puddle can still be avoided if . Then helped to mitigate the disaster government and the Society to implement the construction of the field of flood control project and hibauan ban disposing of garbage in the river .At the time of disasters they set up the post of emergency and kitchen to community needs koban flood .To mitigate the disaster after command has seek the relocation of the community around the river to the flat and will give the danger of living in the river areas .But businesses will relocate residents not obeyed because people felt the location of flat too far from urban areas and they assume are comfortable living in Kmpung Aur uban village .

Penelitian ini berjudul Strategi Adaptasi Dan Mitigasi Bencana Banjir Pada Masyarakat Di Kelurahan Kampung Aur Kecamatan Medan Maimun Kota Medan. Wilayah bantaran sungai di Indonesia merupakan salah satu wilayah yang sangat rentan terhadap dampak perubahan iklim. Dampak tersebut meliputi perubahan pola cuaca dan iklim setempat yang menyebabkan pola dan debit air sungai tidak dapat di perhitungkan dan dapat dengan tiba-tiba meningkat dan mengakibatkan banjir. Di Kota Medan sendiri masalah banjir telah menjadi masalah yang rutin bagi masyarakat di kelurahan Aur karena mereka tinggal tepat di bibir sungai Deli. Banjir telah berlangsung selama puluhan tahun dan masyarakat kelurahan Aur dan pemerintah kota Medan telah terbiasa dan telah mempersiapkan strategi adaptasi dan mitigasi untuk mengurangi dampak dari banjir tersebut. Penelitian ini bertujuan untuk mengetahui strategi Adaptasi Masyarakat dalam mengahadapi bencana banjir pada masyarakat di Daerah Aliran Sungai (DAS) Deli Kota Medan Kelurahan Kampung Aur Kecamatan Medan Maimun dan untuk mengetahui hal-hal yang berhubungan dengan mitigasi bencana banjir pada masyarakat di Daerah Aliran Sungai (DAS) Deli Kota Medan Kelurahan Kampung Aur Kecamatan Medan Maimun. Metode yang dipakai dalam penelitian ini adalah pendekatan kualitatif. Pendekatan kualitatif yang menekankan pada proses dimaksudkan agar peneliti dan proses penelitian tidak terjebak pada kerangka pemikiran teoritik yang kaku dan bersifat streotipik, dengan tujuh orang informan. Dari hasil penelitian diperoleh Adapun strategi yang dilakukan masyarakat Kelurahan Aur dalam menghadapi banjir adalah dengan Meninggikan bangunan rumah yang terletak di bibir sungai; Membuat dinding penahan di bibir sungai: Dengarkan pengumuman kejadian banjir dan radio; Matikan aliran listrik; Pindahkan barang berharga dan obat-obatan ketempat yang tinggi; Jangan melintasi genangan banjir bila masih dapat dihindari. Selanjutnya untuk mitigasi Pra Bencana pemerintah dan masyarakat Melaksanakan proyek Pembanguan Medan Flood Control Project dan Hibauan Larangan Membuang Sampah di Sungai. Pada saat terjadi bencana merka mendirikan Posko darurat dan Dapur umum untuk keperluan masyarakat koban banjir. Untuk mitigasi Pasca bencana perintah telah mengupayakan relokasi masyarakat di sekitar bibir sungai ke rusunawa dan memberikan sosialisasi akan bahaya tinggal di wilayah bibir sungai. Akan tetapi usaha relokasi warga tidak dipatuhi karena warga merasa lokasi rusunawa terlalu jauh dari wilayah perkotaan dan mereka beranggapan sudah nyaman tinggal di Kelurahan Aur.
