Analisis Peranan Pusat Pelatihan dan Promosi Ekspor Daerah (P3SD) dalam Meningkatkan Ekspor Usaha Kecil Menengah di Sumatera Utara

Abstract

The title of this research is “ The Analysis of the role of Regional Export Training and Promotion Center in Increasing The Small and Middle Business Export of North Sumatra” is aimed to analyze the role RETPC in mazimazing Small and Middle Business whose export potential. The role of RETPC researched covers the training, information service and export promotion. The increase of Small and Middle Business export is analyzed based on secondary data issued by Board Statistic Center (BPS). The research method adapted is correlation method that is the method which see the correlation between the role of RETPC variable and export volume variable. Sample applied is purposive sampling technique. Research data analysis adopt style table analysis and to examine the test and research hypothesis applies correlation statistic test Spearman rank. The result of the research shows that RETPC functions in maximazing Small and Middle whose Business export potential. Based on the result of quality data accumulation RETPC training, accord to respondent the perception is 73 %, information service is 80,35 % and export promotion 74,85 %. Through the training program, the provision information service and export promotion activity, productivity, quality, Small and Middle Business production volume, market volume and the aim of Small and Middle Business product market be increased. From the result of equal Rank Spearman the correlation between the training and export increased is positive whose correlation number 0,760 which show the strength of both variable correlations. The correlation of information service with the increased of export volume is positive which correlation number 0,339 show the low of both variable. The correlation of export promotion with the increased of export volume is positive which correlation number 0,787 show the strength of both variable. The correlation between the roles of RETPC the existence of export volume increased is positive whose correlation number 0,790 which shows the strength of both variable correlations.

Penelitian ini berjudul “ Analisis Peranan Pusat Pelatihan dan Promosi Ekspor Daerah (P3ED) dalam Meningkatkan Ekspor Usaha Kecil dan Menengah di Surnatera Utara” bertujuan untuk menganalisis peranan P3ED dalam memberdayakan UKM yang berpotensi ekspor. Peranan P3ED yang diteliti meliputi pelatihan yang diberikan, pelayanan informasi dan promosi ekspor. Peningkatan ekspor UKM dianalisis berdasarkan data sekunder yang dikeluarkan oleh Badan Pusat Statistik (BPS). Metode penelitian yang digunakan adalah metode korelasional yaitu metode yang melihat hubungan antara variabel peranan P3ED dan variabel volume ekspor. Teknik penarikan sample yang digunakan adalah teknik purposive sampling. Analisa data penelitian dengan menggunakan analisa tabel tunggal dan untuk menguji hipotesis penelitian digunakan test statistik korelasi rank Spearman. Hasil penelitian menunjukkan bahwa P3ED berperan dalam memberdayakan UKM yang berpotensi ekspor. Berdasarkan hasil pengumpulan data kualitas pelatihan P3ED menurut persepsi responden yaitu sebesar 73 %, pelayanan informasi sebesar 80,35 %, dan promosi ekspor sebesar 74,85 %. Melalui program pelatihan, pemberian pelayanan informasi dan kegiatan promosi ekspor; produktivitas, kualitas, volume produksi UKM, volume pemasaran dan tujuan pasar produk UKM dapat ditingkatkan. Dari hasil persamaan korelasi rank Spearman; korelasi antara pelatihan dengan peningkatan ekspor adalah positif dengan angka korelasi 0,760 yang menunjukkan kuatnya hubungan kedua variabel. Korelasi pelayanan informasi dengan peningkatan volume ekspor adalah posistif dengan angka korelasi 0,339 yang menunjukkan lemahnya hubungan kedua variabel. Korelasi antara promosi ekspor dengan peningkatan ekspor adalah positif dengan angka korelasi 0,787 menunjukkan kuatnya kedua -variabel tersebut. Korelasi antara peranan P3ED dengan adanya kenaikan volume ekspor adalah positif denga.n angka korelasi 0,790 yang menunjukkan kuatnya hubungan kedua variabel.
