Abstract

Criticism and lampooning to legislative body emerge from various side either from society, mass media, nor member circle and leader of legislative body alone. One side various focus and criticism to legislative body show what the complex of problem faced legislative body as democracy institute. On the other hand, that thing sign society demand broadness attendance of institute of legislative and representative of which can run the duty and role of was such as expected and also the him of efforts correct and improve legislative body, so that the attendance of more have a meaning, elaborated phenomenon above happened at all of levels of DPR good of DPR RI and of DPRD in sub-province and province. Especially when the applying Law of No. 22 Year 1999 concerning Governance of Area and Law of No. 32 Year 2004. Especial problem is most parties true not yet have time to draw up their candidate. Many council members representing party in General election 1999 do not have good governmental and political ability or knowledge. They is selected as legislative member is just because selected by party. Whereas on the other side, political orientation of member of legislative in area very need to run decentralization politics. Therefore, formulation of this research internal issue is: "which political orientation of parliament area member of North Sumatra Province Period 2004-2009 addressed?" Theory which used in this research is representative theory with concepts representative of politics by Birc, Malcom E. Jewell, Austin of Ranney. While research method the used is descriptive analyze with quantitative approach. Respondent the selected to amount to 22 member people of DPRD North Sumatra Province with method intake of sample conducted with technique of proportional sampling random, proportion of pursuant to existing factions. Data source obtained to through survey, observation and interview. Research result indicate that excelsior mount education hence orientation to problems of excelsior national. While the lowering of level education of orientation to higher local problems. Some of responders more orient to party or can be told the by party tying of enough strength. Education level give contribution to this orientation. Excelsior education, hence diffuse progressively tying to party. But, orient to executive there are not relation of with education level. Most members of DPRD North Sumatra Province do not orient executive. Their orientation to party are not relation of empirically they become member of DPRD North Sumatra Province. That way also their orientation to executive. Experience of politics do not relate to their orientation to executive, and most having a notion that especial functions of DPRD is governmental supervisor. There are not have relation between work background with their orientation to nation problem, province and area. As big are they orient to problem of province related to national problem. That way also the relation of with orientation to party. There is tendency that member of DPRD which is have entrepreneur background to intellectual more look into DPRD North Sumatra Province as governmental supervisor. There are not have relation between source of political party or faction with their orientation to nation related to problem of province localism. Result of research show that there is difference of attitude among 9 member group of DPRD North Sumatra Province pursuant to the faction less look.
